Introduction

The Department of Information Technology was created by 2008 legislation in an effort to consolidate state agency information technology functions and policies into one department; elevating the department to one that reports directly to the Governor. 

In addition to its larger statewide role, the Department of Information Technology manages Information Technology and Telecommunication services within the agency itself and provides support to state agencies, the Executive Office of the Governor, the Governor’s coordinating offices, and a variety of independent agencies within the Executive Branch. 

Striving to provide the highest level of customer service to its internal and external customers, the Department of Information Technology supports Maryland’s agencies and commissions through its leadership and strategic direction for Information Technology and Telecommunications, establishing a long range, target technology architecture, encouraging cross agency collaboration and advocating best practices for operations and project management.

Main Purpose of Job

The primary purpose of this position is to manage Identity Access Management operations under the Cloud Services Server Management Team. The support includes administration, management and operational responsibilities of Identity Access Management in addition to other security related job duties.

POSITION DUTIES

MFA System Management

●  Provision new applications

●  Assist in troubleshooting issues

●  Support of Agency Service Desk Realm issues

●  Management of centralized Active Directory used for MFA, Active Directory administration, AD Trust relationships, IPSEC Tunnels

●  Implement federated authentication solutions (ADFS, SAML, OpenID, Yubikey, OAuth, etc...)

●  Develop, document and support scripts required to deliver a variety of Identity synchronization solutions using:

○ Visual Basic

○ C #

○ Powershell

○ ADSync

●  Design, Installation, and Deployment of new MFA servers

  IDM Migration Planning

●  Forefront Identity Manager (2010)/Microsoft Identity Manager (2016)

●  Window Server administration

●  Maintain specialized custom code and configuration sets for backup and disaster recovery in DoIT Github.

●  Onboard/offboard of applications in MFA

●  Research alternate Access Management Platforms and build rating matrices

●  Other duties as assigned

 

TLS/SSL Certificate Management

●  Managing Certificate Approval

○ Process and approve requests

○ Direct requests to DoIT Intake

●  Assist agencies with renewals

○ Assistance with generating certificate signing request(s) when a customer agency or their partner is unable to do so.

○ Provide direction to agencies on product selection

 

Remote Access Management

●  Troubleshoot issues

●  Integrate with MFA where applicable

●  Integrate with Agency Active Directory.

 

Develop Statements of Works (SOWs) and Customer Service Requests (CSRs).

● TLS\SSL

●  Provision new application in MFA platform

 

      Tier III end-user support

●  Assist with problem resolution.

●  Resolve new request and break/fix tickets

●  Meet service level agreements (SLA’s).

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology. 

Experience: Three years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software. 

Notes: 

1. Graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Science, Computer Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology may be substituted for the required education. 

 2. Graduation from an accredited high school or possession of a high school equivalency certificate and one additional year of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software may be substituted for the required education. 

 3. Experience operating computer systems; or scheduling, controlling input and output to process data on computer systems; or evaluating, implementing and maintaining computer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages may be substituted for high school education on a year- for-year basis. 

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Computer Systems Operations classifications or Computer Systems Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.
