Introduction

The Department of Information Technology (DoIT) was created by 2008 legislation in an effort to consolidate state agency information technology functions and policies into one department; elevating the department to one that reports directly to the Governor.

In addition to its larger statewide role, DoIT manages Information Technology and Telecommunication services within the agency itself and provides support to state agencies, the Executive Office of the Governor, the Governor’s coordinating offices, and a variety of independent agencies within the Executive Branch.

Striving to provide the highest level of customer service to its internal and external customers, the Department of Information Technology supports Maryland’s agencies and commissions through its leadership and strategic direction for Information Technology and Telecommunications, establishing a long range, target technology architecture, encouraging cross agency collaboration and advocating best practices for operations and project management.

Main Purpose of Job

The Project Manager (PM) is responsible for planning, overseeing, and leading an Assigned Project (AP) from ideation through to completion. The PM may be assigned multiple APs simultaneously. This senior role requires interaction with a range of internal and external stakeholders, managing several moving parts concurrently.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.

POSITION DUTIES

Manage a portfolio of APs

Develop Scope Statements

Lead project planning sessions

Coordinate internal and external staff and other resources associated with APs

Develop performance and quality measures

Manage AP progress and adapt work as required

Take steps to ensure APs meet deadlines

Manage relationships with stakeholders associated with APs

Design and, when delegated the authority to do so, sign off on contractual matters

Participate in and/or lead the creation of, and oversee, incoming and outgoing project documentation

Participate in procurement processes, as required

Design project documents including by way of example but not limited to schedules, budgets, and risk mitigation plans

Conduct project review and creating detailed reports for stakeholders, which may include members of executive leadership

Optimize and improve processes and approaches to achieve greater efficiency and effectiveness

Participate in the project prioritization process, including the identification of new opportunities, development of identified opportunities, and the initiation of new projects Develop and, where required, conduct training

MINIMUM QUALIFICATIONS

Education: 

-Bachelor’s degree in engineering, computer science, business, business administration, management, or related degree. 

-A Project Management Professional (PMP) Certification

Experience: 

-Ten plus years of experience working in an IT related field.   

-Six or more years’ experience in a position as an IT project manager, working with projects that are directly related to the implementation of Information Technology Systems.  


Note:  The following may be substituted in lieu of the undergraduate degree:  

-Ten or more years’ experience in a position as an IT project manager, working with projects that are directly related to the implementation of Information Technology Systems.

DESIRED OR PREFERRED QUALIFICATIONS

Our Preferred Candidate will have one or more of the following Certifications:  

· PMI-Program Management Professional (PgMP)

· PMI-Agile Certified Practitioner (ACP)

· Certified Scrum Master (CSM)

· Advanced Certified Scrum Master(A-CSM)

· Certified Scrum Professional – ScrumMaster (CSP-SM)

· Certified SAFe Agilist

· Certified SAFe Scrum Master

· Certified SAFe Advanced Scrum Master

· Certified SAFe Government Practitioner

· Professional Scrum with Kanban
