Introduction

The Department of Information Technology was created by 2008 legislation in an effort to consolidate state agency information technology functions and policies into one department; elevating the department to one that reports directly to the Governor.

In addition to its larger statewide role, the Department of Information Technology manages Information Technology and Telecommunication services within the agency itself and provides support to state agencies, the Executive Office of the Governor, the Governor’s coordinating offices, and a variety of independent agencies within the Executive Branch.

Striving to provide the highest level of customer service to its internal and external customers, the Department of Information Technology supports Maryland’s agencies and commissions through its leadership and strategic direction for Information Technology and Telecommunications, establishing a long range, target technology architecture, encouraging cross agency collaboration and advocating best practices for operations and project management.

Main Purpose of Job

This Director of Cloud Services position is responsible for providing shared and managed IT services across all Executive Branch agencies. The Director will oversee day to day operations and lead service delivery that meets or exceeds customer expectations.

The Director will be expected to provide technical oversight for all areas of Data Center Private and Public Cloud Hosting Platforms.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.

POSITION DUTIES

Oversee the Data Center Operations, new equipment purchases, operating system administration and management, security, monitoring and break fix operations, perform root cause analysis, routine and preventive maintenance activities of the data center equipment, software, licensing, network equipment, network diagrams, contracts, upgrades, facilities management, disaster recovery planning and documentation.

Interface directly with senior staff members within the organization and other executive branch agencies to discuss and assess compliance with IT policies, standards and procedures, suggest opportunities for improvement, and report on the status of specific Statewide strategic initiatives.

Develop a working knowledge of the Local Area and Wide Area Networks for current and future service delivery.

Supervise, mentor and evaluate subordinates to ensure assigned tasks are completed on time and comply with established policies, procedures and standards, perform performance evaluations

Support the preparations of specifications, Requests For Proposals (RFP), Task Order Request for Proposals (TORF) and other documentation to solicit invitations for bids for hardware, software, contractual support and services to support ongoing Cloud Services initiatives.  

Review and evaluate bid proposals; and manage vendors for contractual obligations.

Oversee the Cloud Services projects, statement of work completion, new service offerings, invoice creation.

Maintain software and hardware support contracts, renewal of hardware and software contracts, maintain operating budget for all purchases under functional support area.  

Develop justification letters in support of software and hardware purchases.

Establish service level agreements, develop service catalog offerings, create service design packages, perform total cost of ownership analysis, develop annual invoice and true-up processes, review and revise service offering rates to ensure they maintain cost competitiveness.

MINIMUM QUALIFICATIONS

Education:  A Bachelor’s degree from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems, or other Information Technology-related field. 

 

Experience Three (3) years’ experience supporting the delivery of critical services via cloud hosting environments.

DESIRED OR PREFERRED QUALIFICATIONS

Our Preferred Candidate Will Have the Following:

-One year of supervisory experience,

-Experience managing/maintaining a budget.
