Main Purpose of Job

Work as part of various project teams in both the Administration side and the Investments side of the Agency as a Lead Functional/Business Analyst defining business requirements, planning testing activities, managing acceptance of project deliverable, coordinating interactions between project vendors and Agency personnel, resolving project issues, and delivering user training to enable users to perform their jobs using the Investments tools, and related Administration web applications. As the position is a Supervisor classification this position over time is expected to operate at a more senior level and may provide direction, assign, and review the work of other analysts, and /or Agency staff personnel participating in the projects as well as perform any and all work assignments.

POSITION DUTIES

The IT Functional Analyst Supervisor position provides ongoing management, guidance and training as it relates to systems functionality analysis, complex user support, developing project requirements in current industry standard methodologies, such as Agile, as well as agency policy and standards.     

Plans, coordinates, supervises and evaluates the work of at least three IT Functional Analysts; 

Provides advice and guidance to IT Functional Analysts on the resolution of complex problems in providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for internal and external hosted systems.

Performs problem analysis to provide appropriate and timely corrective action when agency user operations are adversely impacted by application system’s malfunction or error.

Assists technical Programmer Analysts in the design, development and testing of application system corrections or enhancements by analyzing modifications recommended, determining system impact and estimating effort and resources required to perform modifications to the current DJS ASSIST application and the in-progress CJAMS developing application and any interfacing systems.

Supports the development, review and update of application documentation and training material to ensure that information is accurate, relevant, current, and user friendly. 

 Supports multiple programs of on and off-site training for all levels of users on the functions and uses of complex applications by using established training techniques and state-of-the-art software.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems.

Experience: Three years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and two additional years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms may be substituted for the required education.

 2. Experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted on a year-for-year basis for a high school education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Candidates who possess a Bachelor's Degree with an academic major or dual degree (A.A, B.S., and/or M.S. degree) in Computer Science/Information Technology or Management Information Systems are preferred.

Candidates who possess six months’ experience utilizing Agile and Waterfall software system development, implementation methodologies and tools are preferred.

Candidates who possess at least two years’ experience planning, coordinating, supervising and evaluating the work of non-supervisory level IT Functional Analysts.
