Introduction

This statewide recruitment is being conducted to establish a list of eligible candidates to be used to fill current (see below) and future Department of Human Services (DHS) vacancies occurring in the Social Services Administration, Family Investment Administration, Child Support Administration and in the Local Departments of Social Services throughout the state.

LOCATION OF POSITION

A statewide recruitment for current and future vacancies. We currently have vacancies in the following Local Department:

Baltimore City Department of Social Services
Finance Department 
1910 N. Broadway 
Baltimore, MD 21213

POSITION DUTIES

This position processes various types of invoices including but not limited to direct pay voucher, payments against purchase orders and interdepartmental payments. Additionally, the incumbent may audit and process employee, board member arid volunteer travel advance and expense vouchers. This position may prepare salary advance or travel advance checks. This position ensures that all invoices and travel vouchers received are processed accurately and in a timely manner. This position may also be responsible for the reconciliation of the working fund. This classification may be responsible for ensuring bank deposits and accruals are accurate and made in a timely manner.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience reviewing, verifying, recording, adjusting and balancing financial transactions.

Notes:

1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.

2. Six credit hours in accounting from an accredited college or university may be substituted for one year of the required experience.

3. A minimum of five courses or six months of accounting-related training in a vocational training program in subjects such as journalizing transactions, analyzing transactions into debits and credits, posting to a general ledger, payroll, bank reconciliations, accounts payable, and accounts receivable may be substituted for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Six months of experience using Excel spreadsheets or a similar program.
2. Six months experience processing vendor payments. 
3. Six months of experience working with Microsoft Office. 
4. Six months experience reconciling accounts. 
5. Six months experience handling inquiries from internal and external customers.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position. You may be asked to complete a supplemental questionnaire.  The supplemental questionnaire may be used as part of the rating process.  Therefore, it is important that you provide complete and accurate information on your application.

For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service is required prior to hire.
