Introduction

This position has been approved for a 6% salary increase effective July 1, 2021. The salary range demonstrated above does not reflect that increase. Candidates starting prior to July 1 will automatically receive the pay increase on that date.

LOCATION OF POSITION

POSITION DUTIES

To process purchase orders and invoices for goods or services received by headquarters. To lead less experienced personnel by training and advising on accounts payable procedures.

Ensures that invoices are date stamped as they are received, vendor number on the invoice matches the purchase order, the purchase order and voucher match vendor invoices and approve vouchers in ADPICS to pay for services obtained by Department of Education.  Assign date stamped invoices to the correct Fiscal Accounts Clerk to be processed. Research payment information for vendors and Headquarters’ program, procurement, and fiscal staff to resolve payment inquiries. Lead Fiscal Clerks by assigning invoices for payment and training and providing guidance in payment processing procedures using ADPICS and within Agency and State policy in accordance General Accounting guidelines as established by the Comptroller of the Treasury and C.O.M.A.R. Prepare journal entries to process adjustments to purchase orders and to make inter-agency payments for services rendered by other State agencies. Approve vouchers and direct vouchers in ADPICS.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience reviewing, verifying, recording, adjusting and balancing financial transactions.

Notes:

1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.

2. Six credit hours in accounting from an accredited college or university may be substituted for one year of the required experience.

3. A minimum of five courses or six months of accounting-related training in a vocational training program in subjects such as journalizing transactions, analyzing transactions into debits and credits, posting to a general ledger, payroll, bank reconciliations, accounts payable, and accounts receivable may be substituted for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

SELECTIVE QUALIFICATIONS

1 Year of Financial Management Information System(FMIS) experience for the State of Maryland
