This is a Position Specific Recruitment for the State Department of Assessments and Taxation, Accounting Division.  The resulting Eligible list will be used to fill vacant positions within the agency.

Recruitment is limited to current or contractual State employees only.

POSITION DUTIES

As a full performance Fiscal Accounts Technician II, this position independently manages the Accounts Payable function for the State Dept. of Assessments & Taxation (SDAT) and the Property Tax Assessments Appeal Board (PTAAB). This position is responsible for input and maintenance of data entered into RSTARS and ADPICS. Maintains account balances by performing reconciliations and developing spreadsheets/reports.

As a full performance Fiscal Accounts Technician II, this position independently manage the Accounts Payable and Account Receivables function for the State Department of Assessments & Taxation (SDAT) and the Property Tax Assessments Appeal Board (PTAAB). This position researches, and maintains account balances by performing reconciliations and developing automated spreadsheets/reports. Serves as the first level of fiscal accounts review for all incoming and outgoing revenue transaction records for 3 major divisions: UCC, Charter and Personal Property and (2) financial accounting systems Wells Fargo and MBES. Reconcile the Remote Deposit check scanning system (Cash Pro) online and our agency accounting systems (MBES). Provides training, guidance direction concerning Financial Management Information Systems (FMIS) Advanced Purchasing & Invoice Control System(ADPICS) procedures and policies. Responsible for input and maintenance of data entered into RSTARS AND ADPICS.

This position manages SDAT/PTAAB’s Invoice Payment Processing. 
Independently determines the nature of the expense and corresponding codes for input into ADPICS/FMIS. 
Charge invoice by PCA and agency object codes. 
Verify that receiving reports and other supporting documentation complies with COMAR and agrees with billing amount. 
Examines that approvals are consistent with established guidelines and fund availability. 
Reconciliation of Fixed Assets through FMIS and monitoring of input by Fiscal Account Clerk II.  
This position is responsible for setting up the Accounts Receivable Billings in the FMIS system.
Responsible for the accuracy and reconciliation of the payments to the accompanying documents. 
Responsible for any write-offs/adjustments to the billed amounts.
This position assists with the responsibility of Check Verification.
This position updates and maintains the Vendor Table. Enters the Annual Budget information into FMIS, according to approved budget figures and the reconciliation of entered data to approved budget.
Other duties as assigned.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

Notes:

1. Candidates may substitute experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Experience with various financial databases.
2. Experience with working with the Financial Management Information System (FMIS) and RSTARS. 
3. Experience with performing reconciliations.
