Introduction

The Maryland Department of Labor is seeking a Fiscal Services Administrator I. This managerial position in the Office of Administration is to assist the Chief of Accounting to oversee the accounting and reporting for the Maryland Department of Labor.

Main Purpose of Job

The main purpose of this position, Deputy Chief of Accounting, is to assist the Chief of Accounting to oversee the accounting and reporting for the Maryland Department of Labor. This position helps oversee the accounting and reporting for state, federal and special funds. This position assists in the oversight of general accounting, cash management, cash forecasting, financial reporting, working fund, time distribution and accounts payable.

POSITION DUTIES

Duties of this position include, but are not limited to:
  • This position is responsible for coordinating the operation of the Department's complex automated cost accounting and comprehensive financial management information system. 
  • This position ensures internal compliance with generally accepted accounting principles (GAAP) and State/Federal policies and procedures. 
  • This position directs and oversees accounts payable operations headed by a Fiscal Accounts Technician Supervisor responsible for processing invoices and direct vouchers for payment. 

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Five years of experience examining, analyzing, and interpreting accounting systems, records, and reports by applying generally accepted accounting principles to include three years performing advanced duties in the areas of cost accounting, systems accounting, federal fund accounting, or bond and loan accounting.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or Master's degree in accounting from an accredited college or university may be substituted for one year of the required general accounting experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required general experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

 

Possession of a certificate as a Certified Public Accountant 

Master’s Degree from an accredited college or university in Accounting 

Professional auditing experience

Experience in Government Fund Accounting

Intermediate/advanced experience with Excel that includes using pivot tables and advanced formulas

Experience in account reconciliation, trend analysis, and financial reporting/consolidation

Experience processing financial transactions in FMIS and R*Stars
