POSITION DUTIES

This position provides top management level support to the Deputy Chief Financial Officer and Chief Financial Officer in all matters relating to accounting operations. This position manages, directs and oversees all DPSCS centralized accounting operations; to provide direction/guidance to the department’s fiscal offices in all areas of procedure, policy, training, and operational standards.

DPSCS Fiscal Office: Supervises and directs the operation of the central DPSCS Fiscal Services Office (40 positions), which handles Accounts Payable (administrative and correctional agencies), Payroll, Timekeeping, Accounts Receivable, Inmate Medical, Restitution Collections and Disbursements, and Working Fund transactions for the administrative agencies of the Department, and Capital Budget transactions for the entire Department. Processes operating budget transactions ($565 million annually) and capital budget transactions ($45 million annually); makes decisions on priorities and procedures; analyzes workload and determines reassignments, if necessary; supervises the tracking, payment of, and projection of expenditures for the Inmate Medical Contract ($201 million) & monitors the distribution of those charges to the institutions based on the contract requirements and to assure adequate appropriation exists.

Facilitates the collection and disbursement of more than $17 million yearly in funds related to the department commissary contract. Assists the Department in the implementation of new projects (C&A Interest Disbursement, SPS Timekeeping, etc.) Prepares monthly budget projections and the annual budget request for the Office of the Secretary, General Administration. Reviews the monthly expenditure projection for the Division of Capital Construction and Facilities Management. Oversees the monthly projection for Inmate Grievance Office and Maryland Commission on Correctional Standards.

Oversees the operation of the Division of Parole & Probation Collection and Accounting Unit, establishes and maintains procedures and internal controls to accurately and efficiently facilitate the collection and disbursement of more than $23 million yearly in court ordered fees, fines, costs and restitution for victims of crimes. Insures that the cash reconciliation of the Financial Management Information System (FMIS) and the Offender Based State Correctional Informational System (OBSCIS) is timely and that adjustments are made promptly.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university.

Experience: Eight years of experience in accounting, budgeting and/or auditing.

Notes:

1. Possession of a certificate as a Certified Public Accountant may be substituted for the required education.

Experience with the Financial Management Information System (FMIS) or similar financial management system to process accounting data.

Experience in preparing annual budget requests, monthly budget projections, and year-end closing documents.

Six years supervisory experience to include 3 years of experience supervising an accounting operation.
