Introduction

​The Thomas B. Finan Center, a multi-purpose psychiatric facility operating 88 beds, is a primary inpatient component of the Maryland Department of Health and Mental Hygiene serving the citizens of Maryland. Specialized evaluation and treatment services are available for adult and geriatric psychiatric patients.

The Thomas B. Finan Hospital Center's unique architectural design features small cottages, enclosed hallways between cottages, one and two-bed bedrooms for patient privacy, a large gymnasium for use by patients, chapel, patient clothing shop, a beauty shop and a canteen area. The Center is located near the Allegany County Health Department, The Western Maryland Health System and Constitution Park.

This facility is two and a half hours from Baltimore, Maryland.

Main Purpose of Job

The position serves as the Director of Fiscal and Procurement Services for the Finan Center. The main purpose of this position is to plan and coordinate all fiscal and procurement services and efficiently and effectively manage the financial resources and related data needed to facilitate the provision of services to all patients admitted.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: Four years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Applicants may substitute one year of professional budgeting experience or one year of professional auditing experience for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administration classifications or Financial Management specialty codes in the Financial field on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong analysis and financial accounting experience 

Experience with creating financial statements and disclosures 

Experience with the State of Maryland and/or State accounting systems such as R*STARS 

Experience supervising subordinate staff including assignment and review of work, performance evaluation, time and leave approval, training, and employee discipline methods 

Proficiency in Microsoft Excel
