Introduction

This position has been approved for a 6% salary increase effective July 1, 2021. The salary range demonstrated above does not reflect that increase. Candidates starting prior to July 1 will automatically receive the pay increase on that date.

POSITION DUTIES

The incumbent of this position will perform and/or assist in performing field audits of large and complex corporations at an intermediate level, both in state and out of the state of Maryland, of multinational corporate taxpayers whose records are by nature complex, voluminous, and diversified in order to properly account for the appropriate Maryland Business Tax Revenue due to the State of Maryland. This position supervises and supports the implementation of the field audit team’s audit program to ensure that the goals of the audit team are met using the assigned audit program. The selected candidate will also supervise audit personnel daily in the performance of their duties including training and evaluating subordinates. The incumbent will review audits to interpret and enforce tax laws and regulations to advise taxpayers and ensure compliance using the Maryland Business Tax Laws and Regulations.

PLEASE NOTE: This position is expected to obtain a satisfactory work rating based on audit point values and completion hours. This position requires travel out-of-state with overnight stays.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree in Accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in Accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: Four years of experience performing financial and compliance audits of a State agency, grantee, business or other entity.

NOTES:

  1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement.
  2. Candidates may substitute the possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a Master's degree in accounting from an accredited college or university for one year of the required experience.
  3. Applicants may substitute one year of professional accounting experience for one year of auditing experience only.
  4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Applicant should be proficient in legal research and have excellent verbal and written communication skills with public service experience.
  • Applicant should also be proficient with Microsoft Office.
  • Applicant should have a thorough knowledge of federal and state corporation income tax laws with 5 to 7 years of experience reviewing and/or completing federal and state corporation income tax returns.
  • Applicant should be familiar with all forms required to properly file a Maryland corporation income tax return.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

  1. Employees in this classification may be assigned duties which require the operation of a motor vehicle.
  2. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

Only applicants who meet the minimum and selective qualifications for this recruitment will be considered for this opportunity. Qualifying applicants are subject to an oral interview. Prior to appointment, the employee must successfully undergo a comprehensive background investigation including a review of criminal, MVA and tax records; and determination of legal authorization to work in the United States or under the United States Immigration Reform and Control Act of 1986. This background check is comprehensive and may involve fingerprinting. Upon initial appointment OR promotion to a position in the State Personnel Management System, an employee is required to serve an initial six- month probationary period. This probationary period may be extended an additional six months under certain circumstances at the discretion of the appointing authority.
