Introduction

The Maryland State Retirement Agency (“Agency”) is the administrator of the Maryland State Retirement and Pension System (“System”). The System is a defined benefit pension plan covering governmental employees within the State of Maryland. The System has almost 400,000 participants (customers), including 192,000 members who are actively employed and enrolled, 165,000 payees wo receive a monthly retirement benefit payment, and 40,000 vested members who are no longer actively employed but who have earned a benefit that will become payable at a future date.

Main Purpose of Job

This position works in the Member Payroll Processing Section of the Data Control Unit. This Section is responsible for the processing of incoming data files reporting payroll data for employees employed by the employers who participate in the System. Participating employers submit data files to the Agency each time their employees are paid. These data files contain demographic information and payroll information about all employees of the employer who are participating in the System. The payroll includes data such as hours worked, salaries paid, and member contributions deducted from their paychecks and to be remitted to the Agency to help fund their pension benefits. This Accountant Advanced is responsible for assisting in the processing of these data files by reviewing data to make sure it is complete and accurate, ensuring that the money submitted as member contributions by the employer matches the member contributions reported on the data file, working with the employer to resolve differences, and reviewing and approving requests from the employers to adjust prior period payroll data that had been previously reported. This position requires advanced analytical and problem solving skills, excellent organization and attention to details skills, as well as good communication and customer service skills.

POSITION DUTIES

Specific duties of the position include, but are not limited to:

* Reconcile payroll validation reports of employer reported payroll information to cash receipts listing reports;

* Communicate with payroll staff at employers to resolve discrepancies;

* Create correcting transactions to resolve discrepancies and keep payroll processing on schedule;

* Records and maintains a tracking file of outstanding cash shortages and overages;

* Reviews, approves, and processes prior pay period adjustment forms.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of the required experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Three (3) years of demonstrated experience using Microsoft, including Outlook, Word, and Excel.

Two (2) years of demonstrated experience routinely processing a large number of reconciliations for a high volume (at least 1,000) of financial transactions.

EXAMINATION PROCESS

You may be asked to complete a supplemental questionnaire. The supplemental questionnaire may be used as part of the rating process. Therefore, it is important that you provide complete and accurate information on your application.
