Introduction

The Water and Science Administration is recruiting for multiple Regulatory and Compliance Engineer/Architect I in the Water Supply Program.  This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

The Regulatory and Compliance Engineer I is an entry level position.  The incumbents in these positions will assist Maryland’s Water Supply Program with ensuring that the water quality and quantity throughout the State meets the needs of the public and is in compliance with federal and State regulations.   

The incumbents in these positions may be responsible for one of the following:

·Perform technical hydrogeological assessments and provide oversight to applicants for Water Appropriation and Use Permit applications; or

·Provide regulatory and technical oversight to public water systems, schools, and child care centers for federal and state laws pertaining to Lead and Copper in drinking water, including  the review of remedial measures; or

·Performs sanitary surveys, prepares reports, and provides technical assistance to  public water systems with the intent to secure safe, reliable, and adequate public water supplies which comply with State and federal laws and regulations. 

Working conditions of these positions may include:

  • Site visits may involves exposure to uncomfortable or unpleasant surrounding. The incumbent is required to travel to field locations for field observation, data collection and the supervision of hydrogeologic testing. Field locations may be rough, rocky, wooded stream crossing, or wet terrain. Stream wading may be involved. 
  • Work involves exposure to hazardous conditions which may result in injury.  Work may involve entering mines/quarries and in the vicinity of water intake or water outfall structures.
  • Site visits may involve exposure to uncomfortable or unpleasant surrounding.

These positions are a combination of office and field work (approximately 50% field work for the Engineering & Technical Assistance Division, and approximately 5% field work for the Source Protection and Water Appropriation and Use Division, and Lead and Copper in Drinking Water Division). These positions may require the incumbent to drive a State vehicle. If you maintain an out-of-state driving license, you must provide a certified copy of your driving record for the appropriate Motor Vehicle Administration at time of appointment. Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree in engineering or architecture from an accredited college or university.

Experience: None.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or related areas may be substituted for the required education.

2. Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

 

  • Experience with computer programming (R, python, SQL, etc.) or a database management system;
  • Coursework in any of the following: environmental engineering, chemical engineering, hydrology or hydrogeology;
  • Excellent written and communication skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached.
