LOCATION OF POSITION

This position is available with the Maryland Department of General Services’ Office of Energy and Sustainability, located at 301 West Preston Street, Baltimore, MD 21201.

Main Purpose of Job

This position will work under the overall direction of the Chief of Sustainability within the Department of General Services (DGS) Office of Energy & Sustainability. The Electric Vehicle (EV) Charging Project Manager will serve as a dedicated Project Manager for EV charging equipment Design and Construction projects. This position manages and coordinates Electric Vehicle (EV) Infrastructure installation projects as part of a State-wide EV Infrastructure Program.
This position will also provide project management duties such as creating procurement specifications, awarding design and construction projects, evaluating bids, managing construction, and resolving warranty issues. The position will work closely with EV Program Coordinator, Electric Utilities and their EV program staff, Vendors, and Using Agencies. The work requires travel throughout the State on site visits for pre-installation assessments and post-installation inspections.

POSITION DUTIES

Duties for this position include but are not limited to: 

  • Meetings/Project Management: Attend all progress meetings as necessary, resolving issues and providing project management insight. Conduct site visits as needed to assure proper and timely installation and other appropriate site development considerations. Process invoices in accordance with regulations. Review documentation as submitted and approve as necessary.
  • Task Order Approval/Construction: Prepare appropriate agenda item for approval of task orders in accordance with Md. Procurement Regulations. Manage and/or coordinate project with the Using Agency and DGS Construction Division as needed during the construction phase to assure the completion of the project in accordance with specifications. Approve changes as necessary to scope of work, review and approve proposed change orders and approve any additional funding in accordance with DGS Procedures. Maintain electronic PCO/Change Order Log in Project Folder in “U” drive. Review and approve invoices within 3 days of receipt.
  • Construction Document Design: Manage the EV charging station supply contracts to assure coordination between the contractor and the using agency to obtain a design that matches the project requirements and meets the standard for the industry for construction. Evaluate and request changes as necessary on all contractor submittals. Conduct CD review meetings. Review/Approve estimates prepared by contractor. 
  • Coordinate with Chief, Sustainability: Coordinate on long-term planning and strategies to meet the timelines and goals of the EV Infrastructure Program.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree in engineering from an accredited college or university.

Experience: One year of experience as an Engineer in the building construction, renovation or maintenance fields.

Notes: 

1. Candidates may substitute additional engineering experience performing maintenance or construction engineering work in facility and maintenance system work on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Civil Engineer Corps classifications or Construction Engineering Technician, or Civil or Combat Engineering specialty codes in the Engineering field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Experience managing small to medium size construction projects.
  • Experience reading and interpreting site and construction plans and documents.
  • Experience with project management including managing schedules, managing contracts, processing invoices, etc.
  • Interest in fleet electrification and reducing the State’s carbon footprint.
  • Experience with EV charging infrastructure projects.
  • Experience with Real Estate practices and procedures.
  • Electrical engineering degree and/or experience.
  • Experience managing projects that included new electric service connections.
  • Experience processing new electric service connections with a utility Company.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
