Main Purpose of Job

The position is responsible for leading the establishment of the Centralized Comprehensive Health Care Monitoring Program within the Department of Human Services. This is a program for children in out-of-home placement that will ensure the replication of centralized health care coordination and monitoring of services across the State of Maryland.

POSITION DUTIES

Collects data on the timeliness and effectiveness of the provision or procurement of health care services for children in out-of-home placement.  Tracks health outcomes, reviews immunizations and annual medical examinations, assesses the supply and diversity of health care services that evaluate children placed in out-of-home care. Works with both State and Local Health and Child Welfare officials, provider agencies, and advocates to expand health care services. Oversees the medical review and evaluation of cases of suspected child abuse or neglect.  Reviews and researches state/federal health data trends in child welfare programs to ensure DHS is incorporating best practices.  Provides ongoing consultation to the Local Departments of Social Services regarding health concerns of children placed in care. Reports annually to the Maryland General Assembly on the current status of health care services for children in out-of-home placement across the State and makes recommendations to improve the delivery of service to children receiving child welfare services.  Interprets child welfare services legislation and regulations and writes formal comments for DHS legislative and executive staff on proposed State legislation to ensure compliance and to reflect best practices. 

MINIMUM QUALIFICATIONS

Candidates must be a physician with five years of experience providing medical care to children and be board eligible or board certified to practice medicine in the State of Maryland. 

Candidates must also have experience with and knowledge of the unique health needs of children served by child welfare agencies, in addition to knowledge and experience with children who are victims of child abuse and neglect.  

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will have high level experience in health care or social services, including responsibility for budget administration, program planning, implementation and administration.

  • Ability to implement change, motivate staff, work collaboratively with internal and external partners, build and maintain relationships with federal, state, and local partners, and have a passion for delivering quality care to vulnerable children.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Applicants must be licensed and currently registered with the Maryland Board of Physicians to practice medicine under Maryland State Law. A copy of the current registration must be attached to the application.
