Introduction
The Employee Benefits Division of the Department of Budget and Management, a State agency, has a position available for an Employee Benefits Specialist I. This is an internal posting for EBD employees only. This is a “Contractual” position, as such the selected candidate serves at the pleasure of the appointing authority.

POSITION DUTIES
An Employee Benefits Specialist I is the trainee level of professional HR work in the Employee Benefits Division. Employees in this classification perform specialized enrollment work, claims issue resolution and counseling work related to the application and interpretation of laws, rules, regulations and policies governing the State of Maryland’s Employee and Retiree Health and Welfare Benefits Program (the Program).
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university.
Experience: None.
Note: Candidates may substitute experience responding to inquiries, calculating program eligibility, or counseling and advising persons concerning health benefits, on a year-for-year basis, for up to four years of the required education.
SELECTIVE QUALIFICATIONS
Demonstrated experience working in a high volume environment call center
Knowledge and experience with data entry into a database or automated systemsDESIRED OR PREFERRED QUALIFICATIONS
Strong preference will be given to applicants who possess experience in a call center or previous employee benefits experience.
LIMITATIONS ON SELECTION
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, DBM within six months from the time of appointment to the position. Employees also are required to obtain recertification every six months thereafter.
2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

For education obtained outside the U.S., a copy of the
equivalent American education as determined by a foreign credential evaluation
service must be provided prior to hire.
BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
