POSITION DUTIES

The main purpose of this position is to perform entry-level professional duties in the Recruitment Unit. This incumbent is responsible for learning and executing the process for the recruitment and assessment of candidates for employment, annotating applications, distribution of job announcements, creating ratings of training and experience, creating certified eligible lists, and assisting in the interview process. This position will also be the primary point of contact and coordination for the Personnel History Statement (PHS) submissions and will provide outreach and assistance to the candidates being submitted to the Background Investigations Unit.

Duties of this position include:
Utilization of the JobAps system for recruitment projects.
Works under close supervision with the hiring managers to determine preferred, selective, and other qualifications for positions as well as the rating of training and experience.
Auditing and coordination of applicants via Smartsheets and Excel.
Creation of Job Announcement to be posted on the State Job Board.
Annotations of applications by accepting or rejecting qualifications and notification to applicants of their dispositions.
Rating applications utilizing training and experience rubric.
Tracking and upkeep of current Recruitment Tracking platform (Smartsheets).
Communication to candidates throughout the stages of the recruitment and selection process to ensure the candidate is continued through the process.
Provision of technical assistance to DPSCS operating agencies regarding recruitment and selection procedures/guidelines.
Maintenance of the Recruitment Unit electronic filing system.
Provision of information to the general public regarding employment via written letter/email, telephone or in person.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.
 
Education: A bachelor’s degree from an accredited college or university.
Experience: None.
Notes:        
1. Professional HR management work in the areas of recruitment, classification, salary administration, employee relations, test development and validation or as a generalist may be substituted on a year-for-year basis for up to four years of the required education.
2. Paraprofessional personnel work experience may be substituted on a year-for-year basis for up to four years of the required education.  Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions.  Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment actions.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classification or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Bachelor’s degree in Human Resources, Psychology, or Communications

2. Experience creating and interpreting reports using Microsoft Excel or other spreadsheet software

3. Experience in talent acquisition

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position.  Employees are also required to obtain recertification every six months thereafter.  

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
