Main Purpose of Job
The main purpose of this position is to provide
technical assistance to local school system (LSSs), public agencies (PAs),
institutions of higher education (IHEs), and Non-LSSs regarding the Local
Applications for Federal Funds (LAFF), Consolidated Local Implementation Grant
(CLIG), IHE/Non –LSS Request for Proposal (RFP) and Children’s Cabinet
Interagency Fund (CCIF), including amendments, progress reports, carryover
requests, and special requests for federal discretionary and State funds in a
timely manner. Prepare Notice of Grant Awards (NGA) as requested as well as
conduct on-site fiscal monitoring to ensure compliance with federal and State
regulations.
POSITION DUTIES
Provide technical assistance to LSSs and public
agencies in analyzing local and federal policies, procedures and practices
related to Special Education Program grant funding for the implementation of
services for students with disabilities in accordance with federal and State
regulations; work with LSSs, PAs and IHEs to ensure special
education programmatic initiatives and objectives for which the grant was
awarded are being met and are consistent with MSDE DEISES overarching mission
of narrowing the gap for students with disabilities; monitor or conduct desk audits for verification to
ensure grantee adherence to requirements; prepare Notice of Grant Awards as
requested; maintain financial accountability data in Access database and compile
Excel spreadsheets for assigned LSS, public agencies, and other agencies that
are recipients of federal grant funds; respond to questions regarding grant
forms and allocations; review and finalize Interim and Final Progress reports and
grant monitoring activities; produce financial grant accounting reports using
the Financial Management Information System (FMIS) and/or MSDE Annual Financial
Reporting (AFR) systems; act as fiscal agent for the Children's Cabinet
Interagency Fund (CCIF).
MINIMUM QUALIFICATIONS
EDUCATION: A Master’s Degree or equivalent 36 post
baccalaureate credit hours of course work in Education
Administration/Supervision, Education, Special Education or a related
field.
EXPERIENCE: Four (4) years of professional teaching or administrative
experience in or affiliated with an education program.
NOTES:
- Two additional years of experience directly related to the position option may be substituted for the required Master’s Degree.
- Possession of a Doctorate in a field related to the position may be substituted for one year of the required experience.
- The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services of the Department of Education.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.
SELECTIVE QUALIFICATIONS
One year of finance or
grants experience with Special Education or related programs
DESIRED OR PREFERRED QUALIFICATIONS
Knowledge of Special
Education programs and programs related to serving students with disabilities; knowledge of the principles, procedures, and
practices of education grants administration and financial appropriations;
knowledge of financial practices and budget analysis for education programs;
skill in evaluating special education program needs with regard to education
grant requirements; skill in assembling and presenting education and finance
related data; ability to associate special education program needs with grant
requirements; ability to communicate
clearly and effectively both orally and in writing.
