Main Purpose of Job

This position will coordinate and conduct program evaluations to assess the effectiveness of interventions being implemented at the local school system level. Per the requirements of the American Rescue Plan Elementary and Secondary School Emergency Relief (ARP ESSER) Fund, these interventions are intended to address the impact of lost instructional time due to the COVID-19 pandemic.

 

POSITION DUTIES

This position is responsible for conducting all phases of program evaluations of the interventions implemented by local school systems as part of their use of funds provided by American Rescue Plan Elementary and Secondary School Emergency Relief (ARP ESSER) legislation. This includes: creating analysis plans and timelines, data collection, data analysis, and communications and reporting. This position will collaborate with staff in the Office of Research and Strategic Data Use to complete all deliverables.

MINIMUM QUALIFICATIONS

EDUCATION: A Master’s Degree or equivalent 36 post-baccalaureate credit hours of course work in program evaluation, quantitative research methods, education or other public policy, statistics, economics, econometrics, or related field from an accredited college or university.

EXPERIENCE: Four years of professional experience in program evaluation using quantitative methodologies, policy evaluation, applied statistics, and/or quantitative research or a related field is required. Experience in evaluating educational programs or policies specifically is preferable but not required.

Notes: Possession of a Ph.D. in a field related to this position may be substituted for two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of the process and components of conducting rigorous program evaluations (including project design, data collection, data analysis, and reporting/communication); knowledge of the appropriate ways to apply the findings of program evaluations; skill in using a statistical analysis software such as R, Stata, or SAS independently at a high level; skill in designing and conducting statistical analyses relevant to answering evaluation questions; skill in organizing, prioritizing, and managing multiple projects (including skill in creating project timelines plans); ability to distinguish between descriptive analyses and analyses from which causal inference can be drawn, ability to conduct both types of analyses, and ability to draw appropriate conclusions based on the selected methodology; ability to use the results of statistical analyses to support program improvement; and ability to exercise initiative and sound judgment in making decisions.

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel throughout the state are required. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
