Main Purpose of Job

This position serves as an education specialist responsible for monitoring programmatically and fiscally the Judy Center programs in compliance with the grant requirements and appropriate expenditures of funds. To develop strategies and procedures which comply with the provisions of legislation authorizing the Judith P. Hoyer Early Childhood Education Enhancement Program; to develop protocol, products, and technical assistance, services as specified in the grant for funding the design and operation to promote school readiness through the development and expansion of collaborative approaches to the delivery of high quality, comprehensive, full day prekindergarten programs and comprehensive support services. Tasks are accomplished by continuous onsite monitoring visits, desk monitoring, telephone calls and email communications. The position provides ongoing technical assistance and feedback and comprehensive training to the Judy Centers to ensure they obtain the goal of school readiness. The position reviews and assists in the development of monitoring policies and procedures, analyzes and develops data for inclusion in reports for state and national entities, makes recommendations for policy and procedural improvements, and plans for and executes regularly scheduled meetings with the Judy Centers, as well as an annual leadership conference. The position also develops and executes training seminars for Judy Centers. Data analysis and development of reports for state and national entities is also required.

POSITION DUTIES

Monitors and evaluates all programmatic and fiscal activities of the Judy Center sites operated by local boards of education. Frequently travel to sites for monitoring purposes and program improvement, documenting each visit with comprehensive reports. Reviews and assists in the development of monitoring policies and programs for Judy Centers. Writes logical, comprehensive, concise reports and correspondence in regards to Judy Centers and Judy Center component standards. Approves and monitors budgets, amendments, reporting and expenditures for Judy Center grants. Offers strategic guidance and conducts regular professional development for Judy Center staff based on their needs and challenges as they occur. Defines and tracks the key performance indicators for established component standards through routine monitoring. Develops corrective action plans when necessary and closely monitor progress.  Reviews reports to ensure goal and objectives are met and provide feedback to the Judy Centers.  Makes recommendations on state approved goals and objectives for Judy Center grant funded programming.


Provides technical assistance to local school systems regarding the intent in the design and operation of Judy Center sites, assuring that funded programs meet state-approved goals and objectives.  Reviews existing and proposed strategies for the statewide goal of children entering school ready to learn, makes recommendations to the Judy Center Education Specialist, Early Learning Branch Chief concerning new or revised regulations, policies, and guidelines for Judy Centers and prepares proposed changes. 

Coordinates, attends and participates in various meetings as requested; gather information for the meetings, coordinates items for the agenda and distributes materials to participants prior to the meeting take accurate meeting minutes, prepares and distributes reports and follow up on details to ensure timely and accurate dissemination of information. Supports the independent evaluator in conducting a long-term evaluation of the sites. Contributes to the development of a MSDE data collection system. Completes other duties as assigned.

MINIMUM QUALIFICATIONS

Education:   A Master’s degree or the equivalent of 36 credit hours of post-baccalaureate course work from an accredited college or university.

Experience: Four years of administrative or teaching experience in, or affiliated with, an education program.

Notes:

1. Candidates may substitute two additional years of experience directly related to the position option for the required education.

2. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position option for one year of the required experience.

3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland.  The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS


  • 2 years of experience using, cleaning, managing, and analyzing data sets.
  • 2 years of experience using statistical software including Excel, SAS, SPSS, or similar software programs.
  • 2 years experience managing high-volume or ad-hoc data analysis tasks.
