Main Purpose of Job
POSITION DUTIES
Provide timely and accurate submissions of the annual Federal Grant application for Part C funds, State Performance Plans, Annual Performance Reports, State Systemic Improvement Plans, 618 Data Reports, and other documentation and reports requested by the U.S. Department of Education. Participate in the analysis of the IDEA Part C and Part B data and other sources of data to inform State and local programs. Analyze and monitor trend data to be used by division staff toward program improvement and professional development.
MINIMUM QUALIFICATIONS
EDUCATION: Possession of a Master’s Degree or equivalent 36 credit hours of post-baccalaureate course work.
EXPERIENCE: Five (5) years of administrative or teaching experience in, or affiliated with, an education program, including two years of experience in coordinating or administering an education program or service directly related to the position option.
NOTES:
Two additional years of experience directly related to the position option may be substituted for the required Master’s Degree.
Possession of a Doctorate in a field related to the position may be substituted for one year of the required experience.
The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services of the Department of Education.
Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.
SELECTIVE QUALIFICATIONS
DESIRED OR PREFERRED QUALIFICATIONS
Knowledge of educational accountability programs; skill in data management and analysis (SAS or SPSS preferred); skill in creating data collection systems; skill in interpreting and summarizing research findings; skill in writing computer programs to organize and clean data in order to create valid analysis datasets; skill in providing technical guidance to internal and external teams; skill in maintaining effective working relationships with internal and external teams; skill in managing timelines and deadlines; ability to analyze complex program issues and to recommend solutions; ability to communicate clearly and effectively, both orally and in writing.
