Main Purpose of Job
This is a professional position, which serves as the
School Psychological Services Coordinator within the Student Services and
Strategic Planning Branch of the Division of Student Support, Academic
Enrichment, and Educational Policy. This position provides leadership,
consultation, and technical assistance to develop and implement the program of
school psychological services in each local school system, aligned with
coordinated student services as specified in the Code of Maryland Regulations
(COMAR 13A.05.05).
POSITION DUTIES
Provides coordination and support to the Student
Services Team regarding programs, practices, and strategies to improve school
psychological services programs; interprets and implements laws, regulations,
policies and procedures governing school climate and safety; advises and make
recommendations to the Director and executive level officials concerning
education program effectiveness, program needs and operational issues; provides
leadership consultation, and technical assistance to develop and implement the
program of school psychological services in each local school system; provides
assistance to local school systems with the implementation of a coordinated
student services program; provides technical assistance in the implementation
of school mental health services; responsible for data collection with regard
to student mental and behavioral health and related areas; and uses knowledge,
experience, and expertise in school psychology, research and evaluation,
systems of student support, and the school improvement process to support the
achievement of Departmental and Division goals and priorities.
MINIMUM QUALIFICATIONS
Education: Possession of a Master’s degree or equivalent 36
credit hours of post-baccalaureate course work.
Experience: Five years of administrative or teaching experience
in, or affiliated with, an education program, including two years of experience
in coordinating or administering an education program or service directly
related to the position option. 2 of these yeas must be in coordinating or
administering a school psychological services program.
Notes:
- Two additional years of experience directly related to the position option may be substituted for the required Master’s Degree.
- Possession of a Doctorate in a field related to the position option may be substituted for one year of the required experience.
- The required field of education and experience are unique for each option and are established by MSDE in accordance with Section 2-104 of the Education Article of the Maryland Annotated Code. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.
SELECTIVE QUALIFICATIONS
Two years of professional experience coordinating or
administering a school psychological services program.

Experience
supervising other employees is preferred.

Previous
professional knowledge and experience working with grants is desirable.

DESIRED OR PREFERRED QUALIFICATIONS
Knowledge of State & federal laws,
regulations, policies & programs including the Elementary and Secondary
Education Act and the Code of MD Regulations; skill in delivering technical
assistance, training & guidance to LSSs, internal / external stakeholders
related to the administration & coordination of school psychological
services programs; skill in managing multiple projects & deadlines; ability
to work on a team; & establish / maintain working relationships; &
communicate effectively both orally & in writing.
LIMITATIONS ON SELECTION
Proof of
eligibility to work in compliance with the Immigration Reform and Control Act
and possible travel throughout the State are required. Any misrepresentation of
academic or experience requirements for this position may result in
non-selection or termination of employment.
