Main Purpose of Job
This
is a supervisory position serving as a strong instructional leader responsible
for the professional learning, staff oversight & management of Maryland’s
College & Career-Ready Standards in the implementation of instructional &
response to interventions/evidence-based instructional practices with fidelity
measures, support of federal grant initiatives, technical assistance &
programmatic support related to students with high and low incidence
disabilities.
POSITION DUTIES
Supervises staff & serves as an instructional
leader that provides professional learning and coaching to assist Local School
Systems (LSSs) & the MSDE in the
development, evaluation, implementation & monitoring of instructional
strategies & intervention practices to improve academic outcomes for
students with disabilities; to enhance MD’s IEP team decision-making process; provides
technical assistance, professional learning & coaching support to LSSs and
Public Agencies (PA) to coordinate and facilitate the Maryland Individualized
Education Program (IEP) and the implementation of the MD Online Individualized
Education Program (MOIEP) tool; coordinates & participates in the design
& provision of universal, targeted, and focused professional development at the State and
local jurisdiction levels for improving the quality & delivery of services
and specially designed instruction for infants, toddlers, children & youth
with disabilities & their families; Supports the administration &
implementation of the federally funded Maryland State Professional Development
Grant (SPDG).
MINIMUM QUALIFICATIONS
EDUCATION: A Master’s Degree in Special Education or equivalent
36 post baccalaureate credit hours of course work in Education
Administration/Supervision, Education, Special Education or a related
field.
EXPERIENCE: Five (5) years
of professional experience in or affiliated with special education
administration, programs or services directly related to the position.
NOTES:
- Two additional years of experience directly related to the position option may be substituted for the required Master’s Degree.
- Possession of a Doctorate in a field related to the position may be substituted for one year of the required experience.
- The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services of the Department of Education.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.
SELECTIVE QUALIFICATIONS
One
year of Experience with instructional strategies and intervention practices
designed to improve academic outcomes for students with disabilities is
preferred.
DESIRED OR PREFERRED QUALIFICATIONS
Knowledge of State & federal laws, regulations,
policies, & issues affecting children with disabilities & their
families; knowledge of federal grant initiatives & College &
Career-Ready Standards, & intervention strategies; skill in staff
supervision for providing programmatic support related to students with
disabilities; ability to manage multiple tasks; ability to interpret &
apply laws and regulations; ability to establish & maintain working
relationships; ability to communicate clearly & effectively both orally
& in writing, through the presentation of concise yet comprehensive
training, analyses & reports.
