Introduction

The Maryland State Department of Education is dedicated to supporting a world-class educational system that prepares all students for college and career success in the 21st century. With excellent stewardship from our divisions, we oversee State and federal programs that support the needs of a diverse population – students, teachers, principals, and other educators throughout Maryland.

GRADE

State Salary Grade 25 to  $65.81 per hour

Expert review team members will be paid hourly as they accomplish completion of two days of training, pre-visit preparation, four school visits, and post-visit reporting for each school visit. Review team members will be paid hourly for each additional school visit beyond the four required visits.

LOCATION OF POSITION

Expert review team members will be assigned to review schools across Maryland’s 24 county school systems. Central State Office is located at:
Nancy S. Grasmick Education Building 
200 West Baltimore Street 
Baltimore, Maryland 21201

POSITION DUTIES

These are contractual positions serving as expert review team members responsible for visiting assigned schools within Maryland’s 24 Local School Systems to facilitate on-site reviews, focus groups, and complete pre-visit data reviews and post-visit reporting.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

INTERESTED TEACHERS:
  1. Should possess a minimum of three years of effective teaching experience  
  2. Possess demonstrated evidence of improving student outcomes.

  •  Improved student growth as demonstrated by student performance on state or local assessments, or  
  •  Improved student attendance rates, or  
  •  Increased the percentage of students achieving English proficiency, or  
  •  Improved discipline rates (reduced suspensions, expulsions, etc.), or  
  •  Increased the number of students earning industry credentials and/or college credits. Data can be for a specific student group or an entire student body.
 
INTERESTED SCHOOL LEADERS AND CENTRAL OFFICE STAFF: 
  1.  Possess a minimum of three years of school and/or central office leadership experience and  
  2.  Possess demonstrate evidence of improving student outcomes.

  •  Improved student growth as demonstrated by student performance on state or local assessments, or 
  •  Improved student attendance rates, or increased the percentage of students achieving English proficiency, or  
  •  Improved discipline rates (reduced suspensions, expulsions, etc.), or increased graduation rates, or increased the number of students earning industry credentials and/or college credits. (Data can be for a specific student group or an entire student body.) 

OTHER INTERESTED APPLICANTS:  
  1.  Possess a Bachelor's Degree;

  • Authored peer-reviewed, published research papers/articles on effective practices for school improvement; or 
  • Posses experience leading school quality reviews; or 
  • Possess experience serving as a superintendent, chief executive officer, or other executive leadership position in a school district that demonstrated improvement.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
  • Knowledge of requirements associated with the American Rescue Plan Elementary and Secondary School Emergency Relief Fund; 
  • Knowledge of Blueprint for Maryland Future Expert Review Team requirements; 
  • Knowledge of effective monitoring practices and evidenced-based interventions; 
  • Skills in identifying school-level and system-level needs and delivering appropriate programmatic solutions, technical assistance, training, and guidance on issues related to mitigating learning loss and accelerating learning; 
  • Skills in organizing and managing multiple projects, timelines, and deadlines; 
  • Ability to establish and maintain effective working relationships and communicate effectively with a variety of stakeholders;
  • Ability to exercise initiative and sound judgment in making decisions.  

LIMITATIONS ON SELECTION

Applicants must consent to a State Police Background Check as a routine procedure for all employees. Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel throughout the state are required. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.

SPECIAL REQUIREMENTS

A proof of vaccination or negative COVID-19 test will be required prior to onsite school visits. All proof will be collected by personnel at the Maryland State Department of Education. Vaccine exemptions may be granted in limited circumstances for medical or religious reasons. Review team members that receive a COVID-19 exemption must present a negative COVID-19 test result 24 hours prior to the scheduled school visit.
