Main Purpose of Job

The main purpose of this job is to provide leadership, management, coordination and direct specialized technical assistance in the planning, development and implementation of the Division’s Employment Services and Business Engagement initiatives; both at the Workforce & Technology Center (WTC), by supervising and managing the Employment Services unit; and statewide by working in collaboration with the entire Agency Business Services team, to promote business engagement, create Customized Training opportunities and expand DORS services for Registered Apprenticeship, Pre-Apprenticeship and Youth Apprenticeship opportunities for consumers.

POSITION DUTIES

The position will supervise, direct, train and evaluate the staff of the WTC Employment Services Department to ensure the achievement of the department's program goals and outcome measures, including the implementation of the relevant objectives of the consumers' IPE, related to achieving measurable skills gains, credentials, successful employment outcomes and other required measures, in compliance with WIOA, state and federal laws, COMAR and Center/Agency policies. It takes a lead role in collaborating with DORS’ WIOA Workforce Partner Agencies, particularly the Department of Labor, in relation to Registered Apprenticeship initiatives; as well as with numerous community partners/colleges, the business community throughout Maryland; as well as businesses nationally in collaboration with the CSAVR-Net team. The position will develop, coordinate, and provide direct technical assistance for WTC Customized Training programs and On-The-Job Training activities with national and local business partners statewide; working collaboratively with the Agency's regional Business Services Representatives, as well as with other Center and Agency staff statewide to provide employment opportunities and outcomes for consumers.

MINIMUM QUALIFICATIONS

Education:

Master’s Degree in Vocational Rehabilitation, or closely related Human Services field or 36 hours of equivalent post-baccalaureate course work.

Experience:

Three years of administrative, librarian, teaching or rehabilitation work in education, library or rehabilitation programs.

Notes:

  1. Two additional years of experience may be substituted for the Master’s degree or 36 hours of equivalent post-baccalaureate course work. 
  2. The above requirements are set by the Maryland State Department of Education in accordance with Education Article, Section 2-104.

SELECTIVE QUALIFICATIONS

  • Work experience demonstrating business engagement knowledge and skills.

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications. 

  • Supervision experience, preferably in the area of Employment Services  
  • Professional experience providing leadership and program development
  • Professional experience planning and providing training activities and presentations 
  • Work experience related to WIOA Common Performance Measures documentation
