Main Purpose of Job

The primary purpose of this position is to develop, plan, coordinate and direct the fiscal operations and reporting related to Preschool Development Grant Birth through Five (B-5) Grant. This position will be assigned to the DEC and serve as the lead fiscal grant manager for Preschool Development Grant Birth through Five (B-5) Grant. Provide financial oversight for all grants and contracts for the B-5 as well as providing technical assistance for monitoring the financial and logistical aspect of financial procedures impacting grants and contracts for the program as a whole. Working with both the program administrators and the business service department, this position will be responsible for formula procedures and systems for reporting to the federal government

POSITION DUTIES

Budget and expenditure analysis for PDG B-5 Grant 
This position is responsible for monitoring and analyzing expenditures of the above-referenced programs. The incumbent in this position must have detailed knowledge of Federal laws and regulations governing funds received. The incumbent must also have detailed knowledge of state fiscal policies and procedures in order to develop projected fund expenditures based on available data. Some programs are subdivided into projects, each requiring a separate accounting of funds. The analysis consists of:
  •  Prepares budget and expenditure projections for the monthly or quarterly status of grant funds reports which require balancing possible over-expenditures in other areas that directly impact on the budget and program. 
  •  Evaluates program effectiveness of use of funds in accordance with applicable federal and state laws, rules, and regulations and program goals by monitoring expenditures and preparing statistical data to track funding and spending. 
  •  Prepares coordinates, compiles, reviews and edits the budget documents. Maintaining expenditure data reports for the project/program office. 
Budget policy and procedure development 
  •  Provides advice and guidance to the assistant superintendent, directors, grant managers, and others regarding fiscal and grant related matters. Analyzes, researches, and reports on departmental fiscal matters. 
  • Implements and provides fiscal management for funds awarded under B-5 which are issued as grants and contracts by the Division of Early Childhood.  Maintaining and monitoring timely processing of invoices, including periodic tracking of balances on requisitions and grants. Prepares and confirms the availability of funds for grant/contract reimbursements to local school systems, contractors, and private vendors and other recipients for disbursement of funds
  • Represents the department/division at meetings. 
  • Develops the financial portion of the State request and Federal B-5 Grant and the federal financial reports. Writes detailed justification for items requested by program.

MINIMUM QUALIFICATIONS

Education: Possession of a Master’s degree or at least 36 hours of equivalent post-baccalaureate course work.
Experience: Three years of administrative, librarian, teaching or rehabilitation work in education, library or rehabilitation programs.
Notes:
1. Two additional years of experience may be substituted for the Master’s degree or 36 hours of equivalent post-baccalaureate course work.
2. The above requirements are set by the Maryland State Department of Education in accordance with Education Article, Section 2-104.

SPECIAL REQUIREMENTS

Applicants are subject to a criminal background investigation in accordance with the federal Family Law Article, Section 5.  Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 06.01.09, Testing for Illegal Use of Drugs. Person appointed to position in this classification will be assigned duties which require the operation of a motor vehicle including a car, five-passenger van, and a 12-passenger van.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland, and their driving records will be subject to investigation.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
