Main Purpose of Job

The main purpose of the position is to coordinate the work of 15 Quality Assurance Specialists which includes technical assistance for child care and early education programs; on-site monitoring of quality rated programs; and development and presentation of training. The position supports the reliability of the quality rating process through verification prior to the publication of a quality rating. Provides information on Maryland EXCELS standards and supports participating programs in meeting the requirements of Maryland EXCELS. The position collaborates with the regional Office of Child Care licensing staff and Child Care Resource and Referral agencies to promote quality improvement of child care services for children and families.

POSITION DUTIES

Supervises and Leads Maryland EXCELS Quality Assurance Specialists with regard to the following:
  • Coordinates the schedule, communication, and reporting of quality rating visits for all published quality rated programs. (Monitoring)
  • Verifies quality rating, program license confirmation, compliance and license status and publish programs to the public-facing website
  • Oversees quality assurance review on the process of rating evidence
  • Coordinates the development of training for early childhood staff and administration
  • Creates and implements training for Maryland EXCELS and MSDE staff and support staff
  • Oversees the internal technical assistance request process
  • Maintains a caseload of regional programs to provide technical assistance with Maryland EXCELS; 
Assess and identify technical assistance needs and provide recommendations made for additional assistance, resources or training;  
Recruit child care and public prekindergarten programs to participate in Maryland EXCELS by conducting information sessions, presenting at roundtables/ conferences/workshops, on-site visits, by phone and email.

MINIMUM QUALIFICATIONS

Education: Possession of a Master’s degree or at least 36 hours of equivalent post-baccalaureate course work.

Experience: Three years of administrative, librarian, teaching or rehabilitation work in education, library or rehabilitation programs.

Notes:

1. Two additional years of experience may be substituted for the Master’s degree or 36 hours of equivalent post-baccalaureate course work.

2. The above requirements are set by the Maryland State Department of Education in accordance with Education Article, Section 2-104.

SELECTIVE QUALIFICATIONS

One year of experience with Maryland EXCELS programs

DESIRED OR PREFERRED QUALIFICATIONS

· Experience Creating and Presenting Training

· Experience working with Community Engagement Groups

· Experience as a Coach or Mentor

SPECIAL REQUIREMENTS

  • Applicants are subject to a criminal background investigation in accordance with the federal Family Law Article, Section 5.   
  • Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 06.01.09, Testing for Illegal Use of Drugs. 
  • Person appointed to position in this classification will be assigned duties which require the operation of a motor vehicle including a car, five-passenger van, and a 12-passenger van.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland, and their driving records will be subject to investigation.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
