POSITION DUTIES

This position performs senior-level management responsibilities within the DPSCS Policy and
Regulations Unit related to supervising the senior policy analysts, developing and maintaining
Department-wide policy and procedures, and providing recommendations for changes to Code of
Maryland Regulations (COMAR).

As the Assistant Director of Policy and Regulations this position regularly examines and prepares
commentary on sensitive issues of special interest to senior-level Department executives necessary
to document the management and operation of key Office of the Secretary administrative
responsibilities. Regular activities include program and policy review and analysis, researching,
developing, and drafting policy and procedure.

The Assistant Director participates in researching, developing, writing, and processing Department
COMAR.

The work demands remarkable interpersonal skills with special sensitivity to resolving
organizational issues to move projects to successful completion. Workload demands efficient and
effective organizational and leadership skills.

Work products and related outcomes are extremely visible to all levels of the Department and non-
Department representatives and, therefore, have significant effect on employee and public
confidence concerning administrative and operational activities.

The Assistant Director acts in the absence of the Director of Policy and Regulations

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Education: Possession of a Bachelor’s degree from an accredited college or university in Public Policy, Political Science, English, or a related field.

Experience:
Five years of experience in relevant administrative or professional work. To include:
· Four years of experience writing and editing public policy, legal, or technical documents;
· Two years of demonstrated experience as a manager or supervisor responsible for editing the writing of subordinate staff; and
· One year of demonstrated experience in project management.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

· A Juris Doctorate and/or Graduate Degree
· Several years of experience in law, public policy, or a related area
· Knowledge and a practical understanding of corrections, parole and probation, reentry services, government administration, as well as the applicable Maryland codes and State of Maryland regulations and guidelines
· Professional experience with project management
