Introduction

The Maryland Department of Labor is accepting applications from qualified candidates for the position of Administrative Program Manager II. The primary purpose of this position is to serve as the Deputy Director in the Office of General Services for the Maryland Department of Labor.

This is a Management Service position and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The primary purpose of this position is to serve as the Deputy Director in the Office of General Services for the Maryland Department of Labor and as the operation manager for a significant support group that serves the agency in the following areas: 1) building maintenance, 2) telecommunications, 3) leasing management, 4) mail operations, 5) fleet management, 6) inventory, and 9) supply, records, and forms management. This position relates to the agency's mission in that it provides consistent and dependable support for DOL employees who, through their efforts, provide economic stability to the citizens of Maryland.

POSITION DUTIES

Duties of this position include, but are not limited to:
  • Plans, implements, and manages the administration of the following OGS programs. Daily work processes by staff are organized to achieve customer service and create a team environment for OGS.

  • As the operation manager, the position is responsible for the daily flow of work processes, including budget preparation and authorization expenditures, supervision of unit managers, planning and improvement of system processes, monitoring contracts directing the completion of mandated reporting requirements, and facilitating the completion of all activities provided by various units within the Office of General Services. In addition, the position is tasked with managing and increasing the effectiveness and efficiency of OGS support services through the improvement of information flow, business practices, and organizational planning.

  • Serves as the Personnel Liaison for OGs. This position is the lead person for all personnel actions such as recruitment, reclassifications, hiring freeze exceptions, and represents management during grievance hearings. This position also directs the PEP program for OGS.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree from an accredited college or university in Business, Facilities Management, or a related field.  

Experience: At least three (3) years of relevant professional experience. One of which must have involved project management.

Notes:

1. Candidates may substitute professional or paraprofessional Facilities management experience on a year-for-year basis for up to 4 years of the required education.

2. Candidates may substitute additional graduate education at an accredited college or university at the rate of thirty credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Facilities Operations/Management on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Three years’ knowledge and relevant experience in project management, contracts management, budget management

Three years’ experience in project control and phasing of construction activities

Three years’ experience of applicable Maryland codes and State of Maryland regulations and guidelines

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Department of Labor/DUI) to determine whether any monies are owed to Department of Labor/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
