This position is limited to current contractual and permanent Maryland Department of Public Safety and Correctional Services (DPSCS) employees only.

POSITION DUTIES

The Chief Executive Officer (CEO) is the executive health administrator for the Department of Public Safety and Correctional Services (DPSCS). This position manages the multi health care contracts program for the DPSCS. This position is responsible for the administration, management and evaluation of the health care contractors’ compliance to ensure the delivery of all aspects of medical care including primary and secondary care to over 21,000 inmates and pre-trial detainees in the DPSCS. This position is responsible for the delivery of adequate health care coverage in the most cost efficient manner.

The medical program shall be managed through six primary activities including the following:

1. Medical program audits conducted on a scheduled basis to ensure:  

    Appropriate services are provided in a timely manner, completed on schedule, and documented appropriately.

    Aftercare issues and time frames are identified for continuity of medical care;

    All health care regulations of the State of Maryland are complied with, and

    Compliance is achieved with the Maryland Commission on Correctional Standards, the American Correctional Association standards relating to health care and the national Commission on Correctional Health Care Standards.

2. Fiscal auditing and monitoring conducted to ensure:

    Verification that invoices presented for payment of health care services are proper and appropriate for the services rendered.

    Departmental expenditures related to health care costs are efficient and cost effective.

    Expenditures for inmate health care remain within budget allocations.

    Adequate budget requests for upcoming fiscal years are made to support the viability of the program

3. Contract management audits and oversight to ensure:

    That Contractors and Sub-contractors comply to the contract provisions;

    Identification and follow-up on corrective action as required;

    Contract modifications are made as required;

    Contract renewal and/or new RFPs are developed in a timely manner as required. 

4. Risk management to ensure:

    That morbidity and mortality reviews are conducted to evaluate the program effectiveness;

    Evaluation and resolution of issues are documented through the administrative remedy procedure.

5. Quality assurance auditing to ensure:

    That all health care workers appropriately licensed and certified;

    All facilities meet the minimum standards of licensing required by the Department of Health and Mental Hygiene (DHMH);

    The treatment protocols as applied meet acceptable practice standards. 

6. Total quality management and health care management information system evaluation to ensure:

    The maintenance of health care management information system to identify strengths, weaknesses, cost containment strategies, recommendation for program and policy, change and/or development.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Education: A Bachelor's degree from an accredited college or university.

Experience: Three years of supervisory experience in administrative staff or professional work. Two year of this experience must have involved one or more of the following: performing medical program audits, performing fiscal auditing, performing contract management auditing.
