Main Purpose of Job
This is a professional position responsible for
providing leadership, direction and coordination of Social Security Disability
program operation activities, disability claims processing for the Maryland
Disability Determination Services (DDS) to ensure the efficient management of
claims processing.
POSITION DUTIES
Manages,
plans, directs, and controls the daily activities of seven claims adjudication units
for the processing of Social Security Disability claims; develops and oversees methods
and operating procedures for monitoring and adhering to federal and state performance
standards; establishes program priorities and objectives for staff and makes
recommendations for allocating resources; represent Division in
interdepartmental and agency level meetings, discussions, and conferences;
serves as liaison to the Social Security Administration and Division of
Rehabilitation services; monitors quality of adjudication processes assuring
accuracy, compliance and consistency of the supervisory review system;
administers and implements policies and procedures; assesses training needs and
implements needed training programs.
MINIMUM QUALIFICATIONS
EDUCATION: A Bachelor’s Degree is required; course work in
Management, Supervision, or Administration is desirable. A Master’s Degree is preferred.
EXPERIENCE: Five (5) years
of professional experience in rehabilitation or in the adjudication or
processing of disability claims. Two (2) years of the required experience must
have included direct supervision of other professional employees or specialized
experience as the technical lead providing rehabilitation services for clients
with disabilities or in developing disability claims and establishing
eligibility for SSDI and SSI.
NOTE: A
Master’s Degree or equivalent 36 credit hours of post baccalaureate course work
in Educational Administration, Rehabilitation Counseling, Special Education,
Counseling and Guidance, Vocational Evaluation, Psychology, or in a Social
Science related field may be substituted for one year of the required
experience in rehabilitation or the adjudication or processing of disability
claims.
DESIRED OR PREFERRED QUALIFICATIONS
Knowledge of vocational rehabilitation program
administration and aspects of Social Security Disability Claims processing and
adjudication; knowledge of State and federal regulations governing the
rehabilitation and disability determination process; knowledge of the
principles of effective supervision, and management; skill presenting
information and directions in a clear concise format with close attention to
details; ability to develop and initiate policies and procedures and to present
recommendations clearly and concisely; ability to exercise good judgment and
discretion in the interpretation and application of division policies and
procedures; ability to establish and maintain effective working relationships
with various public and staff and communicate effectively; ability to exercise
leadership, initiative and sound judgment in making decisions.
LIMITATIONS ON SELECTION
Proof of eligibility to
work in compliance with the Immigration Reform and Control Act, and travel
throughout the State are required. Individuals selected for positions with the Maryland
State Department of Education's Disability Determination Service (DDS) will go
through a complete Tier 2 federal
background investigation. A suitability
determination by the Social Security Administration is necessary to determine
whether an employee can be issued credentials in order to have access to Social
Security disability data, records, and systems. Any misrepresentation of academic or experience requirements for this
position may result in nonselection or termination of employment.
