This is a Management Service position, and serves at the pleasure of the Appointing Authority.

POSITION DUTIES
This position serves as the Director of Community Outreach and Special Projects. This position is the Departmental liaison on several multi-agency subcommittees including, but not limited to: Data Link; Education, Employment and Transition; Employer Engagement along with various community and faith-based organizations. This position plans organizes, leads, and monitors various programmatic activities to achieve the goals and objectives of providing offenders with re-entry services prior to their release.
Develops/initiates and monitors contracts and MOU development, implementation, monitoring, and compliance (e.g., MVA ID Initiative, DHMH-Division of Vital Records, Social Security MOU, Local LRP, etc.). Administers the development, implementation, and monitoring of quality assurance for the Re-Entry Services unit procedural processes, programs, and initiatives. Ensures compliance with Programs, Treatment, and Re-Entry Services Departmental policies and procedures. Develops and directs the strategic planning of multiple projects.
Manages and oversees special projects on behalf of the Executive Director of Social Work and Re-Entry, including, but not limited to, Goodwill Industries of the Chesapeake, Inc. grant; Mediation Services; the centralized Departmental cognitive-based enrollment program, and all other departmental grant initiatives. Duties include designing project plans, monitoring and reporting on project progress, and resolving problems to meet project requirements and deadlines. Oversees the coordination of resources required to complete special projects, grant completion, compliance reviews, and audits.
Recommend, develop, and assist with implementing policy, procedures, goals, and strategies to improve Re-entry Services unit outcomes. Assist the Executive Director in decisions related to legislative initiatives, statistical re-entry reporting, and any Departmental initiatives related to Re-entry Services and community partnerships.
Quality Assurance of re-entry programs and services includes the program monitoring, evaluation, and corrective action if required to maintain compliance with legal, departmental, and contractual program requirements.
Responsible for training initiatives and professional development for Reentry and Direct Care personnel and community based-partners.
MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.
Experience: 4 years of administrative professional experience working with public, private, or non-profit organizations, with specific experience in community/public outreach, awareness and engagement.
