The Division of Credit Assurance manages the Departments’ Single-Family Portfolio of mortgages with the goal to achieve a high level of customer service and foster homeownership while prudently managing assets. 

This is a contractual position, expected to last 4-5 years, contingent upon funding and satisfactory employee performance.

LOCATION OF POSITION

7800 Harkins Road Lanham, MD 20706.

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.

POSITION DUTIES

This HAF Servicing Manager is charged with overall operations management for servicing the Maryland Homeowner Assistance Fund (HAF) $250,000 portfolio and supervision of a staff of 5 employees. Goals include: (1) the Department's mission of encouraging home ownership and careful use of DHCD's financial resources; and (2) DCA's divisional goals of collection and recover funds for the Federal Housing Assistance (FHA) Program. This position's duties include portfolio management, default mortgage servicing and customer service. This position will be responsible for monthly reporting and statistics.

Please note: this is a non-competitive position, as it is a short-term contract, expected to last 4-5 years, contingent upon funding and satisfactory employee performance.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Four years of experience in the one or more of the following areas: mortgage servicing industry in collections, loss mitigation, foreclosures, real estate owned, mortgage underwriting, or default housing counseling, to include one year of management experience in any industry.

Notes

1. Additional professional and job experience as defined above may be substituted for on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

  • Management experience in the areas of banking, financial, legal or mortgage servicing. 
  • Four years’ experience in single family loan collections and loss mitigation.
  • Experience with monthly reporting and statistics

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience related to the requirements of the position. BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a temporary/contractual employee who has worked 106 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
