Main Purpose of Job
This is a professional Management position
responsible for serving as the Fiscal Analyst of the Child Care
Development Grant in the Division of Early Childhood Development. The position provides
leadership and direction in the development and coordination of procedures that
ensure fiscal operation and reporting program implementation is completed in
accordance with state and federal regulations.
POSITION DUTIES
Provides supervisory, managerial or technical
assistance guidance to the DEC Fiscal unit as needed and in the absence of the
Financial Manager; recommends the development of training procedures to
increase correct authorization of funds for grant specialists, programmatic
specialists, LSSs, LITPs, Non-LSSs, non-profit and for-profit entities, and
IHEs; provides guidance internally in developing and maintaining manuals,
instructions and reporting instruments for financial data reporting and
analysis; provides oversight of grant specialists and the fiscal report of
Child Care Development Grant; coordinates training and technical
assistance for DEC staff and designs fiscal reports, content, and methods; analyzes
departmental, budget and fiscal planning and federal requirements for budget
information; represents the department in a liaison capacity with managers and
officials of other agencies concerning program activities; supervises staff
fiscal members working with programmatic specialists, LSSs, LITPs, Non-LSSs,
non-profit and for-profit entities, and IHEs.
MINIMUM QUALIFICATIONS
EDUCATION: A Master’s
Degree or equivalent 36-post baccalaureate credit hours of course work in
Education, Education Administration/Supervision, Finance, Management or closely
related field.
EXPERIENCE: Five (5) years of experience of
professional experience with managing, designing, developing, and auditing
financial control systems for multiple programs.
NOTE:
Two additional years of experience as defined
may substitute for the Master’s Degree
DESIRED OR PREFERRED QUALIFICATIONS
Knowledge of the grants
components and requirement standards for Early Childhood programs; knowledge
State and federal regulations the govern audit standards with regard to Title 2
CFR 200, CFR 34, EDGAR, and CCDBG; knowledge of grant processes and compliance/non-compliances
standards; knowledge of principles and practices of program finance, budgeting
and administration; skill implementing and managing complex multi-faceted
program components; skill using information and assessing the impact of that
information in order to make sound
decisions in the absence of regulation and policy; ability to interpret federal
and State policies, regulations, laws, and procedures; ability to set
priorities, plan achievable time frames, and efficiently delegate assignments
to staff; ability to determine the need for change in priority setting and
assignments; ability to maintain effective working relationships; ability to
communicate effectively, both orally and in writing.
LIMITATIONS ON SELECTION
Proof of eligibility to work in compliance with
the Immigration Reform and Control Act and travel
throughout the state are required.
