Introduction

The Maryland Department of Labor, (Labor), Division of Unemployment Insurance is accepting applications from qualified candidates for the position of Program Manager II. This recruitment will be used to fill current and future vacancies. All candidates must meet the minimum qualifications during the time apply. The resulting eligible list will be maintained for one year after the closing date of the announcement.

Main Purpose of Job

The Reemployment, Workshare and Trade Administrator serves as an official Division Liaison on behalf of the Maryland Division of Unemployment Insurance (DUI) and works in collaboration with the Governor’s Workforce Development Board (GWDB) and Division of Workforce Development & Adult Learning (DWDAL) to provide excellent customer service, advocate, promote and recommend as necessary agency services, quality workforce programs, reemployment initiatives and/or systems designed to ultimately support the reemployment of unemployment insurance (UI) claimants.

POSITION DUTIES

The Reemployment Administrator works with GWDB and DWDAL Administration, partner agencies, and/or essential stakeholders to drive employment, advocate and ensure the employment and reemployment needs of DUI customer are met through various mediums, such as, Work Sharing for customers whose employers have approved Work Sharing Plans as part of Maryland’s Work Sharing Program, Reemployment seminars and special workshops for customers receiving Regular Unemployment Insurance and selected to participate in federal Reemployment programs (i.e., RESEA), training for customers who are part of an approved trade petition, and other educational programs designed to assist UI recipients to return to work. This includes, but is not limited to the following: Maryland Division of Unemployment Insurance Services (e.g., Work Sharing), American Job Center /One-Stop Career Services, the Maryland Workforce Exchange (MWE) - Virtual One-Stop System, and other Maryland Reemployment Programs and Initiatives.

MINIMUM QUALIFICATIONS

Applications that meet the minimum and selective qualifications will be referred to the hiring manager for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview.

Education: Master's Degree from a nationally accredited college or university in the filed of Business, Business Administration, Management, Public Policy, or any related fields.

Experience: Six (6) years experience in administrative or professional work to include four (4) years of experience supervising employees. Two (2) years of work experience must have directly involved overseeing the administration of programs.

SELECTIVE QUALIFICATIONS

4 years of research, writing, organizational, public speaking and presentation skills.

Master's Degree in Management Experience with public speaking.

Interpersonal and communication skills experience.

Experience in customer service.

Experience in program management.

Experience in personnel management.

Ability to multi task and problem solve.

Proficiency in Microsoft Excel and Word.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (MDOL/DUI) to determine whether any monies are owed to MDOL/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employmen
