Main Purpose of Job

This position directs the operation of the Resident Grievance System (RGS) which is the administrative process to ensure that the rights of residents in the Maryland Department of Health’s facilities are protected. RGS is responsible for this function in the seven Behavioral Health Administration facilities, the two Developmental Disabilities Administration facilities, and the Secure Evaluation and Therapeutic Treatment unit. This position is also responsible for solicitation, evaluation and monitoring and Contract Administration of the Legal Assistance Providers contracts for all ten facilities. The Director monitors the RGS budget and reviews and approves all Vendor monthly invoices.

The Director oversees a staff assigned to cover facilities throughout the State. Their responsibilities are:

  1. Complaint Management – The investigation, mediation, negotiation and resolution of complaints in accordance with COMAR 10.21.14;
  2. Clinical Review Panels – Ensures that patients receive due process at Clinical Review Panels as prescribed by the Annotated Code of Maryland, Health General, 10-708;
  3. Information & Assistance – Provides information and/or assistance to residents regarding their health care and civil rights;
  4. Education – Provides education for staff and residents on patient rights and responsibilities, and promotes an environment that respects and promotes patient rights;
  5. Data Management – Collects patient opinions, concerns, grievance and other relevant statistical material and compiles information for retrieval and decision-making; and,
  6. Organizational Management – Participates in the organization’s management activities and processes at the assigned facilities.

MINIMUM QUALIFICATIONS

Education: Qualified candidates must possess a Bachelor’s Degree from an accredited college or university in the field of criminal justice, counseling, health, developmental disabilities, mental health, psychology, social work or a related behavioral science field.  

Experience:  Qualified candidates must possess at least 6 years of professional experience working with public, private or non-profit organizations, with specific experience in quality-of-care issues, patient rights and conflict resolution.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidate should possess the following:

  1. Master’s Degree from an accredited college or university in the field of criminal justice, counseling, health, developmental disabilities, mental health, psychology, social work or a related behavioral science field. Licensed counselors and social workers or candidates with a JD are encouraged to apply.
  2. Knowledge of legal and investigatory practices.
  3. Experience managing human and fiscal resources and contract management.
  4. Experience in a supervisory role is preferred.
