Main Purpose of Job

The main purpose of this position is to assess, in accordance with established procedures, the condition and educational sufficiency of public PK-12 school facilities to determine deviation from for the purpose of determining relative facility needs of each school facility against all other school facilities. . The 21st Century School Facilities Act of 2018 requires that the Interagency Commission on School Construction (IAC) conduct an initial statewide assessment using a third-party contractor and to subsequently conduct ongoing school-facility assessments so that school data are never more than four years old. Such assessments and reports help safeguard that the State’s investments in school facility improvements are being properly stewarded, that capital improvements will not be needed prematurely due to lack of maintenance, and that students, teachers, and educational support staff in the State of Maryland will be provided with safe, healthy, and educationally sufficient learning environments over time. This position directly supports the Assessment & Maintenance Group Manager by leading other assessors and by reviewing and potentially approving preliminary reports produced by other Assessors, making it necessary that the incumbent possess highly developed knowledge of construction, building systems, and maintenance; good writing skills, and a thorough understanding of the larger context of facilities management within which the facilities assessments take place.

POSITION DUTIES

This position is primarily responsible for supporting the Assessment and Maintenance Group of the IAC. The position oversees all draft assessment reports that evaluate the facility condition and educational sufficiency of school facilities. In addition to supporting assessment efforts of the maintenance unit, this position is also responsible for assisting the Assessment and Maintenance Group Manager with review and distribution of assessment reports, high-level group strategy, and creation and distribution of best practices to support LEAs. The position has ongoing responsibilities as follows: Complete facility assessments statewide; Review and report on various building categories; assists in preparing various reports on assessments; Document assessments performed and report progress in designated information systems; lead facility assessors and review assessors’ preliminary reports; edit reports as necessary and approve reports; evaluate assessors work product to identify any need or opportunity to improve; guide and train assessors on all aspects of their jobs; review LEA responses to reports; identify and propagate best practices and provides technical assistance; research industry standards and create informational material and comparative metrics;  complete other duties or other special projects as directed by the Executive Director, Deputy Director, or Facilities Maintenance Group Manager.

MINIMUM QUALIFICATIONS

EDUCATION: A Bachelor’s Degree from an accredited college or university in a technical, scientific, or engineering discipline such as Architecture, Engineering, Construction Project Management, or a related field.

EXPERIENCE: Two years of experience as a Facilities Manager, Construction Project Manager, Engineer, or comparable qualified professional whose work has involved the following: design, construction, operations, repair, and maintenance of buildings or system services; experience in team management and leadership; and the use of computer or web-based facility management systems such as Computerized Maintenance Management Software (CMMS) or Enterprise Asset Management (EAM software).

NOTES:   

1. Two years of additional experience as defined above may be substituted for the Bachelor’s.

2. Additional experience in professional engineering or a related technical field may be substituted on a year-for-year basis for the required education.

3. Additional graduate level education at an accredited college or university may be substituted for the required general experience at the rate of 30 semester credit hours for one year of the required general experience.U.S. Armed Forces military service experience as defined under the Preferred Qualifications may be substituted for the required education and experience on a year-for-year basis.

Experience in building system, Local, State & National codes

Experience in drawing review & construction technology/management; Emergency Management. 

Software skills in Project Management, Microsoft Word & Excel; and presentation/graphics

Experience with leading project teams

SPECIAL REQUIREMENTS

Some travel and overnight stays throughout the State will be required. Moderate physical activity and use of protective equipment is required.
