Main Purpose of Job
The Talent Partner serves as the Human Capital Management (Human Resources) primary point of contact assigned to a set of business clients (MSDE division leaders). The TP will manage the department’s capacity to effectively meet the human capital needs of all divisions by working directly with leaders within each assigned program office to ensure high-quality staff across MSDE.
POSITION DUTIES
Serves as the
primary point of contact and strategic partner for assigned divisional leaders
to ensure divisions are fully staffed with high-quality staff at all times:
- Manages personnel (i.e., Specialists) in the Recruitment and Staffing subdivision in
the Human Resources office to assist with all planning and organizing efforts
to attract, engage, develop, and retain diverse, high-quality talent
- Leads and enhances recruitment, selection and staffing processes to ensure assigned divisions strategically
select staff to support the MSDE’s multiyear strategic plan and Blueprint for
Maryland’s Future initiatives

Advises division leaders on a broad range of talent management issues (i.e., staffing,
retention, career advancement, etc.)
- Serves as a strategic
thought partner to the department’s hiring managers – coaching and counseling
on strategies to build teams of high-performers committed to the agency’s
mission and ensuring all hiring decisions and personnel actions are compliant
with state and federal laws.
- Supports divisions in staff evaluation processes and collaborate with assigned division
leaders to leverage high performers
- Designs and executes professional development on topics of recruitment, selection, retention, and
tactical processes to ensure assigned division leaders can serve as the
strategic human capital manager of their divisions
- Facilitates workforce planning, talent evaluation, and succession planning processes
Monitors progress
of human capital data from recruitment, selection, and retention processes to
ensure high-quality talent is retained and low-performing talent are exited:
- Uses staffing
metrics to help division leaders make data-driven talent management decisions
at their divisions and offices and to forecast potential talent management
needs and areas of concern that should be escalated to department leadership
- Prepares reports for
MSDE’s senior leadership team to keep them apprised of staffing needs
- Develops and enhances MSDE selection resources and processes to ensure assigned division leaders have
the information needed to make smart, strategic, and equitable hiring decisions
- Monitors and tracks high-performing staff and coordinates with divisions and office leaders
to ensure desired career path alignment (e.g., increased responsibility within
role)
- Assists hiring
managers (division leaders) in analyzing relevant talent management data (e.g.,
applicant quality, turnover, trends, etc.)
- Determines offer details - using HRIS system utilize compensation data of same
classification across divisions and using State salary guidelines to support
recommendations and ensure salary equity across the division/office and agency
- Articulates a job offer to candidate and drive for candidate acceptance, anticipating and
negotiating counter-offers as appropriate.
MINIMUM QUALIFICATIONS
EDUCATION: A
Bachelor's degree from an accredited college or university.
EXPERIENCE: Five years or more of experience in years of full life-cycle recruiting
experience, managing a lean recruiting team, including leveraging and
delegating to recruiting coordinators.

DESIRED OR PREFERRED QUALIFICATIONS
SHRM-CP SHRM-SCP or HRCI-PHR or HRCI SPHR Certification is desirable
