Main Purpose of Job

The Deputy Health Officer is an executive level position responsible for overall operational management of the Talbot County Health Department and program supervision through subordinate staff. This position reports directly to the Health Officer and is responsible for the operational management of an agency with 120 staff and a budget of $13 million. This position directs, manages and supervises the day to day operations and programmatic areas of the local health department under the direction of the Health Officer. This position oversees administrative functions for divisions including approvals of grants, budgets, health priority setting, and program planning. The positions supports the Health Officer with setting agency direction and implementing community health improvement. This position will directly supervise all division directors, oversee the general budget of the health department, lead programmatic and fiscal strategic planning and performance improvement, and participates in community health priority setting.

MINIMUM QUALIFICATIONS

Qualified candidate must possess a Bachelor’s Degree from an accredited college or university and five years of professional experience in health services administration OR four years public health administrative experience.   Three years of administrative experience must have included responsibility for budget management, fiscal planning, grants management or closely related area; and two years must have involved supervision of professional staff.

A related Master’s Degree will substitute for two years of general health services/public health experience.
