Main Purpose of Job

This position is a senior level position within the Clinical Services Division. This position will assist the Director, Clinical Services and the Assistant Director, Clinical Services with providing oversight of all publicly funded behavioral health services for adults and older adults. The Senior Clinical Manager will be responsible for providing senior level managerial oversight and supervision to the Directors of the Office of Treatment Services, Office of Crisis and Criminal Justice Services, and the Office of Gender-Specific Services and program staff. These offices are responsible for overseeing mental health, substance related, and co-occurring mental health and substance related public services for adults and a variety of specialized programs and services, including gender-specific services, services for individuals who deaf and hard of hearing, trauma survivors, criminal justice involved, and those in crisis and/or in recovery.

This is senior management position, reporting directly to the Director, Clinical Services, will lead the work of three Divisions comprised of 21 FTE employees, and overseeing over $83 million in federal grants, in addition to services funded by Medicaid and other state funding. This position manages the day to day operations and administrative service aspects of the Division in addition to providing oversight and direction over program service area. Duties will consist of providing technical assistance to local jurisdictions with addressing clinical related treatment issues and improving service quality. This position will respond to constituent calls and correspondence, follow-up on critical incidents, oversee budgets, work in collaboration with the Administrative Services Organization (ASO) on clinical workflows, coordination of care, access to care, implementation of Medicaid waivered services, and personnel related issues.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a master’s degree in health services from an accredited college or university, with a professional license or certification in psychology, mental health, social work or substance use disorders and two years of clinical experience providing behavioral health related  services  and at least three years of experience at a managerial level.  Management level experience is defined as program development, implementation and evaluation including supervision of subordinate supervisors and program staff.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess clinical experience in both the mental health and substance use disorder populations.  Desirable candidates should also possess knowledge of best practices, current treatment options, and community supports for the population impacted by mental health and substance use disorders.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Candidates must be licensed in psychology, mental health, social work or substance use disorders by the applicable Maryland Board prior to appointment.

Applicants who do not have a Maryland license may also apply pending receipt of the required license.
