Main Purpose of Job
The main purpose of this position is to serve as the
Director for the Eligibility Determination Division (EDD) within the Office of
Eligibility Services. This position provides managerial and administrative
oversight, coordination of programs, personnel, internal management and assist
with the development and implementation of new regulations, policies,
procedures and strategic planning which include the review, interpretation and
implementation of Federal and State policies, regulations, and procedure for 3
Divisions within OES-EDD; Division of
Quality, Compliance and Systems, Division of Home and Community Based Services (HCBS) Waivers, Long
Term Care (LTC) and Disabilities Medicaid Programs and Division of MAGI, Special
Projects and Inmate Outreach Project. These Divisions are managed by 3
Assistant Directors who report to the Director and staffed by 119 employees. This
position also acts as a liaison with the Department of Human Resources (DHS),
Local Departments of Social Services (LDSS), and Local Health Departments, (LHD)
Department Public Services and Correctional Services (DPSCS), Maryland Health
Connection (MHC), MD THINK as well as with other State agencies, health care
organizations, and providers; and manages an annual administrative budget.
MINIMUM QUALIFICATIONS
Qualified candidates must possess a bachelor's degree from an accredited college or university and at least 6 years of professional experience in health or human services, including at least 3 years of supervisory or managerial experience.
DESIRED OR PREFERRED QUALIFICATIONS
The ideal candidate will have extensive leadership experience with Medicaid programs which includes responsibility for budget, program planning, implementation, and administration. Other desired qualifications include strong leadership and management skills, strong communication skills, and the ability to implement change, motivate staff, and build and maintain relationships with federal, state, and local partners.
