Main Purpose of Job

The Deputy Executive Director of Operations manages and directs Social Services Administration (SSA) and activities and priorities for assuring quality of services and compliance with all federal and state regulations as well as ensuring central office compliance. This position oversees child welfare Legislation, Regulation, Quality Assurance, Training, Contracts and Monitoring, Budget and Central Services, Research, Evaluation and Systems Development to improve Maryland’s system of safety, permanence and well-being for children and families. The Deputy Executive Director of Operations is responsible for development of strategies to maximize and integrate federal, state, local and private funding for various child welfare initiatives. This position also interacts with DHS and SSA staffs for the completion of agency goals and objectives, maintains effective professional working relationships with members of the courts, General Assembly, media, public/private businesses and stakeholders at the City, County, State and Federal government levels.

MINIMUM QUALIFICATIONS

Education: Possession of Master's degree in Social Work from an accredited college or university approved by the Council on Social Work Education or related field.

Experience: Five years of experience in administrative, professional or technical work of human service programs or operations.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:
1.  Strong leadership and management skills particularly in program and human resource management. 
2.  Ability to implement change, motivate staff and maintain relationships. 
3.  Strong oral and written communication skills. 
4.  Experience working in a public or private human service agency. 
5.  Experience managing and overseeing Social Service Programs. 
6.  Ability to prioritize and multi-task effectively. 
7.  Experience using data to inform decisions. 
8.  Flexibility in a busy environment. 
9.  Strong time management, priority setting and problem-solving skills.
