Main Purpose of Job
This position oversees and manages through subordinate managers, system planning and management of publicly funded behavioral health services which are provided through managed care systems, local authorities, the Behavioral Health Administration and within the MDH system of care. This position oversees requirements and deliverables of contractors, including outcome measurement and analysis, quality reviews, evaluation, and planning. It ensures that the payment systems implemented through Medicaid/managed care, state and other federal funds, the administrative service organization and corresponding health service delivery systems are consistent with MDH and BHA goals for each, and that they function as a comprehensive and effective system of care for behavioral health. It oversees and manages planning, implementation and coordination required for various grants and contracts, as well as planning and implementation activities for the Medicaid funded system of care as they relate to behavioral health services.
Qualified candidates must possess a Bachelor’s Degree in Planning, Public Health, Hospital Administration, Health Care Administration or other Health Services area and at least six years of professional experience at a senior level in program planning and development in health care, two years of which must have included supervisory responsibilities for a professional staff.
Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.
DESIRED OR PREFERRED QUALIFICATIONS
The desired candidate will have:
Knowledge of Maryland’s public behavioral health system of care including core service agencies and community providers, substance use disorders, managed care and quality improvement.
Skill or experience in contract management including evaluation of services provided/deliverables, fiscal oversight and reconciliation.
In addition, the desired candidate will be skilled at communications and giving presentations, writing or editing technical documents, with the ability to manage multiple projects with competing priorities and deadlines.
This is a Management Service position, and serves at the pleasure of the Appointing Authority. A resume must accompany your application.
