Main Purpose of Job

The Executive Director for Residential Operations is responsible for oversight of seven (7) state owned and operated residential facilities for youth who are detained pending adjudication and placement, or committed by the court to the custody of the Department of Juvenile Services. (DJS or the Department). The Executive Director ensures that the safe custody and general welfare of the youth is maintained, appropriate services are provided and operations are in compliance with laws, regulations, collective bargaining agreements and State and Departmental policies and procedures. The Executive Director also oversees statewide operations providing transportation for youth in the Department’s care and the Foster Grandparent program. The Executive Director responds to/manages crisis situations that jeopardize public, staff or youth safety, while serving as the first point of contact for notification of critical incidents within the Operations Division up through the Deputy Secretary to the Secretary. The Executive Director oversees a budget of approximately $50,000,000.

Responsibilities include: 
• Ensuring the implementation of statewide initiatives are consistent with the Department's Vision and Mission and best practices associated with treatment and programming for detained youth. 
• Supervision/oversight of state operated detention facilities; planning and coordination, and monitoring of programs and processes. 
• Assuring the facility superintendents are supporting and directing the functions of Behavioral Health, Medical and Nutritional Services, Educational Services, budget, procurement and contract management. 
• Working in conjunction with DJS Superintendents and Executive level staff, assist in making decisions regarding expenditures, defining the major budgetary needs of the division and facilities, analyzing future capacity and programming needs for the facilities. 
 • Collaborate with DJS staff, Community Operations, planning committees, local jurisdictions, courts, law enforcement, external juvenile justice agencies, other state agencies, etc. to assure consistent and effective collaboration. 
• Operate safe, health trauma-responsive organizational environment.

MINIMUM QUALIFICATIONS

EDUCATION: Bachelor’s degree from an accredited four-year college or university.
An Associate of Arts degree in the social or behavioral sciences or criminal justice from an accredited college or university and two years of experience providing direct services to children in a community or residential setting may be substituted for the required Bachelor’s degree.

For education obtained outside the United States, you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.


EXPERIENCE: 
Nine years of professional experience in the juvenile justice system consisting of:
-Five years of direct care experience including providing services to emotionally or socially maladjusted, delinquent, victimized or special needs juveniles in a detention, community or residential setting.
-Four years of experience exercising supervisory or managerial responsibility for line and/or management staff providing services to juveniles.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification will be assigned duties which require the operation of a motor vehicle. Employees will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Specific educational and experience requirements are set by the agency based on the essential job functions assigned to the position.
• Ability to work on-call (available by phone) evenings and weekends
• Possess and maintain a valid Maryland Driver's License
• Requires travel to DJS state operated facilities across the state as well as attending to meetings at different locations.
