LOCATION OF POSITION
Main Purpose of Job
- The Communications Engineering Services Department if responsible for maintaining the statewide EMS system to ensure that it is operating effectively 24/7
- The EMRC/SYSCOM communications center is a 24/7 operation that facilitates communications between field responders and hospitals pertaining to patient care and patient transportation approval/destination
- The Information Technology Department provides the network infrastructure necessary for EMRC/SYSCOM and patient care and reporting services to First Responders as they respond to medical emergencies throughout the state.
- The Data Management Department oversees the agency's databases, handles requests for data, performs queries in response to senior management inquiries, and directly interacts with outside agencies and entities.
- The Information Security Department is responsible for the development, implementation and maintenance of Agency IT security. Oversees the development, implementation and/or enhancement of policies, procedures, and practices that ensure compliance with various agency (MIEMSS and State of Maryland) guidelines.
POSITION DUTIES
- Primary decision-making for the departments assigned and makes programmatic and personnel decisions within those departments.
- Oversee large complex projects including the operation and improvement of the statewide EMS Communications system and the statewide patient care reporting systems (eMEDS®)
- Member of the agency senior leadership team
- Responsible for agency participation in information technology and communication initiatives at the state level
- Work collaboratively with other MIEMSS departments to enhance existing information technology and data systems, and new initiatives
- Participate or lead in the development RFPs and TORFPs in collaboration the agency Procurement Office and requesting department
- Represent the agency on state and local boards and committees
- Maintain/establish relationships with the University of Maryland at Baltimore, hospitals and specialty centers, and jurisdictional and commercial EMS Operational Programs regarding technology initiatives of mutual benefit to the agency and statewide EMS
- Coordinate policy and procedure development for the agency
MINIMUM QUALIFICATIONS
DESIRED OR PREFERRED QUALIFICATIONS
- Enterprise IT operations, Information Security practices, cloud computing, IT troubleshooting
- Use of SQL and ability to work at the database level, understand data structures and write queries
- Radio communications and equipment used by public safety agencies
- Use of data visualization tools and platforms such as Tableau
