Introduction

The Maryland Department of Commerce is seeking qualified applicants for Director, Budget & Finance in its Division of Administration & Technology’s Office of Budget and Finance (OBF).

This recruitment is limited to existing State Employees Only.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

This is a managerial position; the primary responsibilities of the role are to oversee all operations and functions of Commerce's Office of Budget and Finance (OBF); to direct financial planning, management, budgeting, and accounting operations for the Department including supervision of staff and required reporting and to provide sound financial advice to the Secretary, Chief of Staff, Chief Operating Officer, and Program Directors.  

POSITION DUTIES

This position will have oversight of the Department’s budget preparation, defense, and monitoring; accounting and accounts payable unit; travel coordination; and payroll. The position serves as principal financial representative for Commerce for all financial audits; the chief liaison to the Department of Budget and Management to respond to inquiries and to the Comptroller to resolve payments, appropriation, and other issues.  The Director oversees the day-to-day management of the OBF including organization and structure, staffing, and job functions; develops recommendations for budget and expenditure plans; provides in-depth analysis of spending affordability; provides oversight of assigned federal grants, Special Fund, revenue sources; and ensures adherence to State, Federal, and local regulations and reporting requirements.  This position also represents the agency before Federal, State, and local officials, legislative committees, senior management, executives and other agencies.  Some State travel is required.                   
Candidates must possess working knowledge in: budget, finance, government finance procedures and standards; accounting principles and practices; business administration and management practices.  In-depth knowledge and skill analyzing records, budget projections, business, and financial documents. Proven ability in determining compliance with or deviations from the provisions of statutes or contracts; and in preparing and presenting accurate and concise budget/finance reports. Candidates must possess excellent interpersonal, written, oral communication and budgetary and accounting skills.  Proficient in the use of Google Mail, Word, Excel, Access, Internet, other relevant software.

MINIMUM QUALIFICATIONS

EDUCATION: Candidates must possess a Bachelor's degree in Accounting, Business Administration, Finance, or Public Administration from an accredited college or university. 
AND
EXPERIENCE: At least six (6) years of professional progressively responsible experience in accounting - examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles; and/or budgeting - budget preparation, presentation and execution. 

NOTES: 1. Candidates may substitute graduate education in Accounting, Business Administration, Finance, or Public Administration, at a rate of 30 semester hours for one year of required experience. 2. Candidates may substitute additional experience, as defined above, on a year for year basis, for the required education. 3. Certification as a Certified Public Accountant may be substituted for one year of the required experience.  4. Applicants who met the requirements for admission to the CPA examination prior to July 1, 1974, will be considered to have met the educational requirement. 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following:
  1. Certified Public Accountant
  2. Experience overseeing multiple program budgets (General, Special, Federal, and Reimbursable Fund Budgets) and expenditures; projecting and tracking costs;
  3. Advanced Experience with the State of Maryland budgeting procedures and financial systems - Financial Management Information System (FMIS) and Budget Analysis and Reporting System (BARS); 
  4. Maryland State Government and Legislative process and audit engagement;
  5. 3 years of supervisory experience.

SPECIAL REQUIREMENTS

Some Statewide travel is required.
Employees in this position may be assigned duties which require the operation of a motor vehicle. Employee assigned such duties will be required to possess a driver’s license valid in the State of Maryland.
