Main Purpose of Job

This position functions as the Operations Director of the Behavioral Health Administration, and provides day-today operational and programmatic implementation guidance and direction to the organization, which has a budget of $419 Million and 170 authorized positions.  With the Deputy Secretary, this position will develop, manage and implement the system of care for behavioral health.  Key responsibilities will include organizational development and short- and long-term strategic planning.  This position will create systems and structures to ensure the success of the Behavioral Health Administration and will provide supervision over major areas and Directors of Service Access and Practice Innovation, Systems (Provider Network) Management, Clinical Services-Adults and Older Adults, Child, Adolescent and Young Adult Services and Finance and Fiscal Management. 

MINIMUM QUALIFICATIONS

Education:   A Master’s degree from an accredited college or university in health, human services or comparable area.

Experience: Six years professional experience in health care administration or operations, three years must have been at a managerial level, and include supervision, budget management, program planning and policy development.  Experience must include policy development. 

Notes: 

1. Candidates may substitute for a Master’s degree with a Bachelor’s Degree and two additional years of management level health care administration experience. 

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.  

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate will possess:

  • Experience and expertise in change management.
  • Experience with interpreting state laws, regulations, rules and policies governing health care programs.
  • Excellent verbal and written communication skills.

SELECTION PROCESS

This is a Management Service position, and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
