Introduction

The Maryland Department of Commerce is seeking qualified applicants for the position of Program Director, Arts in Education (Administrator I) within the Maryland State Arts Council (MSAC).  

This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The Arts in Education Program Director directs the grants process for MSAC's Arts in Education funding and serves as the MSAC's ADA Accessibility Coordinator. This position directs all administrative and program-specific tasks to process funding applications and recommendations within the Arts in Education program, including: determining eligibility of organizations and applications; providing technical assistance and training to Maryland schools, teaching artists, non-profit arts organizations, and grant panelists; making funding recommendations to the executive director, staff, and council; and overseeing grantee compliance with the policies and procedures set forth by MSAC and the State of Maryland.

POSITION DUTIES

The Program Director conducts site visits; oversees the administration and enhancement of MSAC’s Teaching Artist Roster; supervises research and evaluation related to the programs; evaluates grants processes; recommends new policies, criteria, and/or revisions to enhance workflow; and makes recommendations regarding agency policies and procedures to accomplish the mission of MSAC. Additional responsibilities include: ensuring MSAC compliance with Federal ADA law and being a resource on accessibility issues for Maryland’s arts sector; serving as the genre expert in this field of artistic practice for various MSAC programs including - Grants for Organizations, Independent Artist Awards, Touring Grants, and Creativity Grants.

The nature of the position requires that the employee be able to travel.  Employees in this class may be assigned duties which require the operation of a motor vehicle. Employee assigned such duties will be required to possess a driver’s license valid in the State of Maryland.

The selected employee will possess excellent interpersonal skills to  maintain effective working relationships and work with high level public and private sector officials; excellent written and oral communication skills; the ability to handle multiple, concurrent, and high priority projects; skills to effectively present information, explain policy, respond to inquiries; and possess proficiency with Google Suite (Gmail, Calendar, Docs, Sheets, Slides, Meet, Forms Chat) and/or other relevant software.

Telework is possible.

MINIMUM QUALIFICATIONS

Education:  Bachelor's degree from an accredited college or university in an arts discipline, Arts Administration or closely related field.

Experience: Four (4) years of administrative or professional experience in the public or non-profit arts sector. 

Notes:
1. Additional experience in administrative staff or professional work defined above may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university in an arts discipline or Arts Administration may be substituted at the rate of 30 semester credit hours for a year-for-year basis for the required experience. 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Preferred Qualifications:

1. Two (2) years of the required experience within public or private arts grant making.  

2. And/or 2 years working as a teaching artist or in the arts education field.

3. Experience providing guidance and responding to inquiries from external/internal constituents.

4. Experience coordinating logistical details and/or planning events/meetings.
