Introduction

The Maryland Department of Commerce is seeking qualified applicants for the position of Senior Analyst, Research & Information within the Division of Policy, Research and Government Affairs.

This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The main purpose of this position is to provide business and economic research support to the Department, the Governor's Office, and other state and local government agencies, that effectively communicates Maryland’s competitive business advantages and assets and outstanding quality of life.

POSITION DUTIES

This position is responsible for all aspects of assigned research projects including initiating, designing, and coordinating continuing projects that support the State’s economic development programs and marketing initiatives, and focus on internal and external customer needs and expectations.  Duties include: collecting, reviewing, organizing, and analyzing data on a wide variety of economic variables for the State for use in business attraction, policy analysis, marketing, communications, and interactive media that highlights the strengths of the State; preparing print and interactive marketing resources; maintaining data and information required to respond to requests from business prospects and site location consultants; providing economic developments partners with relevant and timely information on State and county site location factors such as data on workforce, education, demographics, taxes, business resources; and providing research to determine the impact of proposed legislation. In addition, this position will interpret and present statistical findings; coordinate, collect and evaluate critical statistical data and analysis; and advise the Unit Director in the procurement and application of appropriate data and information.  

The selected candidate will possess strong research and analytical skills; be able to develop geographic, industry and company specific business reports; have the ability to work effectively with internal and external clients in both the public and private sectors; possess outstanding written, presentation, and oral communication skills;  have the ability to work independently and handle multiple, concurrent and high priority tasks; and complete assignments quickly and accurately in a team environment. 

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university in business, planning, economic development, marketing or related field.

Experience: Five (5) years of experience in professional work in economic research, public policy analysis, economic development, planning, fiscal policy, or related field.

Notes:

 1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

 2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Describe in detail any job duties relating to the qualifications stated:

Experience in economic theory as applied to public policy issues

Broad knowledge of government and non-government information resources

In-depth knowledge of economic development research tools including sources of socio-economic data, statistics and survey analysis

Proficiency in Microsoft Office Suite and Google Mail or other relevant software
