Main Purpose of Job

This position functions as the Chief of Staff and Director of Government Affairs for the Deputy Secretary of Behavioral Health/Behavioral Health Administration. This position serves as an agent of the Deputy Secretary.

With the authority delegated by the Deputy Secretary, this position manages staff and oversees day-to-day activities and operation of the executive office. The incumbent directly manages governmental affairs, including legislation, regulation, public information and constituent requests. It oversees policy development and special project activities of the Behavioral Health Administration (BHA.) The position represents the Deputy Secretary at meetings, committees and workgroups and provides presentations as needed.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a Bachelor's degree from an accredited college or university and six years of experience in administrative staff or professional work evaluating, analyzing, researching and developing policies, legislation or programs.

Note: A master's degree from an accredited college or university may be substituted for 2 years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Desired qualifications include the following:

  • Masters degree from an accredited college or university in the field of Business Administration, Public Health, Public Administration or a Juris Doctorate Degree;
  • Experience with the legislative process on a national, state or local level;
  • Supervisory experience;
  • Experience specific to the health care field;
  • Excellent project management skills and strong analytical skills, including the ability to decipher needs and insights from data;
  • Experience leading teams;
  • Experience developing comprehensive and large-scale reports and presentations for a variety of groups;
  • Excellent written and oral communication skills; and,
  • Expert knowledge of and experience using Mircrosoft Office Suite and Google Suite.

SELECTION PROCESS

This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
